Residents have protested the plan since it passed Congress. Earlier this month, about 200 demonstrated in front of the White House, and 13 people were arrested.

"I want the same rights every other American has to be able to vote for a city council, to vote for a mayor and to vote for a school board th.it has power," protester Paul Pleas said Saturday. "We pay $1.6 billion in taxes a year and this (package) is taxation without representation," Pleas city and a state. But the measure has angered city officials, residents and civil-rights groups, who say the package takes away many of their democratic privileges. Mayor Marion Barry said Fair-cloth, who heads the appropriations subcommittee for the city, spearheaded the effort to get the package passed. Protesters say the trip to Fair-cloth's rural home was an effort to get their message to his constituents.

"He will continue to abuse his power and take away my democratic rights," said protester Paul Strauss. "We're trying to tell the people of North Carolina just what kind of man their hometown has sent to my hometown," Strauss said. Washington D.C. was granted home rule in 1973. District residents decried the passage as a final nail in the coffin of self-government.

Lauch Faircloth on Saturday to protest a federal plan that strips elected city officials of most of their power. About 500 protesters, some carrying signs and shouting into megaphones, staged the vocal but peaceful march that lasted much of the afternoon.

The North Carolina Republican never showed, however, and the protesters started reboarding the buses to head back to Washington about 5 p.m. On Aug. 5, President Clinton signed into law a federal assistance package for the cash-strapped nation's capital, which was included in the federal budget. Federal officials had long said the legislation was needed to correct the operating structure of the city, which has functioned both as a 2-day-old baby abducted from hospital THE ASSOCIATED PRESS LAKEWOOD, Wash. A 2-day-old baby boy was abducted from a hospital early Saturday by a woman who walked in wearing a white lab coat and was familiar with procedures.

"She looked like she belonged there," Pierce County sheriffs spokesman Curt Benson said. Benson said the woman told officials at St. Clare Hospital in this Tacoma suburb that she was from nearby Madigan Army Hospital and was there to see the baby's mother, identifying her by name and room number. The woman went to the women's care center room, where 30-year-old Melinda Coen was staying with her 9-pound, 6-ounce baby, Stuart Coen. Benson said the woman asked Coen: you like me to take the baby so you can get some The mother, apparently thinking the woman was a nurse or doctor, said The woman put Stuart in a bassinet, which she rolled out the hospital.

The boy's father, John Rembert 43, issued a tearful plea for the infant's return. his mother and myself please take care of him. Treat him he were your own and return him safely to any church, hospital, police department anywhere, so we" can get our baby back," John Rambert 43, said at a news conference. FBI agents and local law enforcement were searching for the baby and the woman, FBI special agent Burdena Pasenelli said. St Clare Hospital spokeswoman Diane Gage said security will be stepped up "beyond what is standard practice in hospitals." After-hours visitors, who must enter the hospital through the emergency room, now will be allowed into other parts of the building only after patients give their permission.

A minister has been convicted of violating the city's noise ordinance for being too loud during tent revivals.

Judge Joseph Bribiesca on Friday fined the Rev. Janice Martin $100 for each misdemeanor count, plus court costs. The judge also gave Martin a suspended six-month jail sentence. Martin, of the Book of Acta Church, was arrested last August when her church was holding the revivals in the parking lot. Martin said she'll appeal the fine, saying she will not allow the church to be singled out During the revivals, police received complaints from neighbors about loud music and voices from speakers.

Martin said the revivals were necessary to drive criminals from the area and to bring in people who wanted to hear words of faith.
