Or Stattsman-Journal, Salem, Thursday, June 24, 1982 Salem merchants to hold a carnival this weekend ttHP the Bryant Underhill Band, Portland; Vali Dee, Philomath; and the Hawg Wild Band, Portland. Sunday entertainment will be from 1 to 9 p.m. Performing will be the four Wray brothers, Gresham; Karl Campobasso, singer-guitarist from Oregon City; and John Dienhel, Salem, country singer with a Scottish flavor. Food concessions will be provided by the Reed Opera House. Downtown store employees will compete in a clown costume contest Friday and Saturday.

Winners will be announced at an employee party Saturday evening in the beer garden. The Meier Frank ramp sale will feature $1.5 million in merchandise spread out over 30,000 square feet of floor space under the tent and another 20,000 square feet of ramp space, said store manager Bill Downtown Salem merchants will create a carnival this weekend, complete with a midway and a beer garden under a tent. The midway will be on Chemeketa Street NE, which will be blocked to traffic between High and Liberty streets for the Friday through Sunday festival. Rides for children and adults will be set up, along with games and food concessions. The Salem Area Transit District will provide bus rides for 5 cents.

Coinciding with the festivities will be the annual Meier Frank Ramp Sale, which starts today under a big tent and on part of the store's parking ramp. The beer garden, behind the Reed Opera House, will have 750 seats. Four country and pop music groups will alternate on stage between noon and midnight Friday and Saturday. They are Stoddard Cole, Salem; inlife 4 '99 are withdrawn The suit was filed March 18 in U.S. District Court against the American Federation of Television Radio Artists (AFTRA), the Oregon Public Employees Union (OPEU) and individual defendants Stephen Chipps, AFTRA regional representative in Los Angeles, and former Holiday employees Marlene Hamilton, Tim Conner, Landra Snow, Mark Lantz and Brian Schreiber.

The suit alleged that picketing by the defendants at a Feb. 5 concert at the Salem Armory damaged the reputation and business of Holiday. It also claimed that the action violated federal labor law by attempting to force it to undertake actions favorable to the union. The concert was promoted by the Holiday stations. AFTRA, which has been attempting to organize the Holiday station announcers, has filed several charges of unfair labor practices against Holiday with the National Labor Relations Board.

Following Tuesday's action, only AFTRA and OPEU remain as defendants. The charge remaining is that the defendants violated federal labor law in the picketing. Punitive damages of $200,000 and general damages of $20,000 had been sought, but only the general damages now remain in the suit. N.E. 371-7556 (SACHET Parts of lawsuit EUGENE Holiday Radio, operator of Salem radio stations KSLM and KSKD, has withdrawn parts of a lawsuit against two unions, a union official and five former employees. In motions filed Tuesday in federal court here, the counsel for Holiday, Ronald J. Williams of Salem, asked that the lawsuit against the individuals, Dart of the claims and all of the punitive damages be dismissed from the case. ON-TV owner buys Home Box Office PORTLAND Willamette Subscription Television, operator of ON-TV subscription television, has announced the purchase of Premier Home Box Office, which has been providing Home Box Office service to more than 10,000 customers.

Chris Desmond and Arnold Brus-tin, principal owners of Willamette, also are principal owners of Salem's KECH-TV, Channel 22. Premier was owned by a Canadian company, Rogers Cablesystems. The sale price was not disclosed. ON-TV has about 6,000 subscribers and provides a movie service to subscribers using the KECH-TV UHF signal in the evening. Premier, which is two years old, uses a microwave transmission called MDS or multiple distribution system to distribute its programming.

According to Desmond, the Premier signal, in the future, will be delivered in a scrambled format to subscribers who have decoders, similar to the ON-TV method. The Federal Communications Commission is considering a proposal to allow five-channel MDS service in the nation's 50 largest cities. Brus-tin said this could be approved within the next 15 months. Daas station KWIP gets another award Dallas radio station KWIP-AM has received another honor for its coverage of the windstorm that hit Western Oregon last Nov. 13-14.

The Oregon Association of Broadcasters last week gave KWIP one of four Awards of Merit presented during its 41st annual spring conference at Rippling River, a resort near Welches (Clackamas County). KWIP won in the non-Portland category. Recently, KWIP won a continuing coverage award from the Willamette Valley Chapter of Sigma Delta Chi, the journalism honorary; a continuing coverage award from the Independent Television News Association; and an Associated Press award for coverage of the windstorm. The station, which normally goes off the air at dusk, stayed on the air all night to provide emergency information during the storm. David Ross Jordan is news director and Eric Norberg is station manager.

In other awards at the broadcasters meeting, KRKT-AMFM, Albany, was honored for the most creative radio spot announcement. Students Clarice Marine Dunlap of Linfield College and Cindy Lee Deering of Oregon State University received $800 scholarships.
