As his project to earn the Eagle rank, Garrett organized a "Clean Up Turner Day" and several park projects. Garrett is a sophomore at Cascade Union High School and plays tennis and basketball for the Cougars.

He is member of Boy Scout Troop 57 and has earned 32 merit badges. His scoutmaster is Ron Koch. gets Eagle landscaped the cottage area at Shangri-La School. Mather, a junior at South Salem High School, is a member of troop 150 sponsored by the church. He has been in Scouting for eight years and has earned 33 merit badges.

In 1979, he went to Sweden for the International Boy Scout Jamboree. He attended Camp Pioneer for four years and served on its staff last summer. Scout rites due in Salem More than 2,000 Boy Scouts, their leaders and families from the five Western Oregon councils (Portland, Eugene, Medford, Klamath Falls and Salem) are expected in Salem Saturday. A special ceremony at 10 a.m. on the Capitol steps will include a welcome and challenge from Gov.

U.S. -Soviet relations topic of meeting "A Strategy for the '80s U.S.-So-viet Relations" will be the topic for Edward P. Bassett, speaker at a meeting of the International Relations Coalition at 7:30 p.m. Thursday at 1070 15th St. NE.

"The relationship with the Soviet Union has been a major U.S. foreign policy concern since the end of World War II," said coalition member Dorothy Patch.
