Brokers said significant trade factors were absent and that with commercial demand very slow speculators reverted, as usual in such circumstances, to a little bolder short selling. The setbacks opened up additional accumulations of stop loss selling orders but dealers said they were fairly well absorbed by scattered support on the scale-downs. The Senate approved it by voice vote. The House passed it Monday 242 to 6. Sen. Warren G. Magnuson, chairman of the Senate Commerce Committee, called passage of the bill "a significant victory for American consum-ers.

However, he expressed regret that the House had refused to accept a Senate provision permitting the government to impose mandatory standards for the way or quantity in which products could be packaged. In its final form, he said, the bill Is essentially a labeling bill rather than a packaging measure. But Magnuson said its la beling features would givt consumers useful Information for comparing the value of competing products. Senate Passes Education Aid WASHINGTON (AP) The Senate passed Wednesday the compromise educa tion bill providing funds to con tinue the grade and high school aid program for a second and third year. The bill contains a provision giving the commissioner of edu cation specific authority to defer granting of funds to segre gated schools but putting limits on tha length of the deferral.

The final authorization figure In the legislation, worked out Tuesday by Senate-House conferees, is about $1.7 billion more than President Johnson asked. It continues for the present fiscal year. 1967 and for 1968 the landmark federal law to education program enacted last year to improve schooling for children of poor families. Sponsors estimate that more than 90 per cent of the nation's 25,000 school districts qualify for federal funds under that law. Senate passage by voice vote sent the bill to the House for final action.
