MUy 24, If Flood Plain Funding Restored HARRISBURG (AP) The state House has voted to restore $2.2 million in the state budget to fund a flood plain management program. The vote came Wednesday as debate continued for the second day on amendments to a proposed $6.3 billion state spending plan. Republican leaders had removed the flood control funding, hoping they would cripple flood plain management, which would force local communities to limit construction in flood prone areas. Most of the million will be used to help municipalities to draw up flood plain regulations and apply for national flood insurance. "We thought that local coni- rn unities would not be responsible (for flood control) if we did not provide the said Rep.

Richard McClatchy, chairman of the Appropriations Committee. "We were wrong, and we support restoring the money." In other action. Republicans, who control the House, voted 100-95 against the Democrats' proposed budget, which would allow state income taxes to drop to lower levels. The House also rejected a second attempt to increase subsidies to school districts from $100 million to $115 million, which is the amount that Gov. Dick Thornburgh had proposed.
