BY MATTHEW DALY The Associated Press WASHINGTON Oregon's Democratic Sen. Ron Wyden has amassed $3.2 million as he prepares to run for a new sixyear term. Yet no major Republicans have emerged to challenge him in next year's election. State Republican Chairman Kevin Mannix said Monday that the party is recruiting several possible nominees but has no candidate.

"We intend to run a responsible, convincing challenger who will give Senator Wyden a run for his money and who will offer Oregon voters a positive alternative," Mannix said. "We realize it's a very difficult race for us to carry since he is an incumbent and will use the advantages of incumbency to defend his posi- tion. At the same time, we know he is not in tune with the views of many Wyden, first elected to the Senate in 1996, has raised $3.2 million for the Senate race as of June 30, including $1.2 million in the past three months, new campaignfinance reports show. Wyden reported nearly $2.4 million cash on hand enough to give even a wealthy opponent cause for concern. Wyden's campaign released a list of several hundred support- Judge overturns roadless rule The Associated Press CHEYENNE, Wyo.

A federal judge on Monday struck down a ban on road building in onethird of America's national forests, saying the Clinton administration rule illegally designated wilderness areas. It was the second injunction issued by a federal judge against the so-called roadless rule. The first, in 2001, was overturned in December by the 9th U.S. Circuit Court of Appeals, based in San Francisco. Monday's decision by U.S.

District Judge Clarence Brimmer will bring 1 the case before the more conservative Denverbased 10th Circuit. Only Congress can create wilderness areas under the act. Jim Angell, a Denver-based attorney with EarthJustice Legal Defense Fund, said the decision appeared to block the rule nationwide, even in the 9th Circuit where it was upheld.

An immediate appeal was planned, he said. Eric W. Calaba December 12, 1946 July 11, 2003 SALEM Eric W. Calaba left this world to be with the Lord on July 11, 2003. His parents, Jerry and Mildred Calaba, preceded him in death. Kenyon October 7, 1923 July 11, 2003 SALEM- Carleton W. Kenyon, 79, of Salem, died at the Salem Hospital of complications due to Parkinson's Dis- ease. Carleton was born in LaFayette, N.Y., to Herbert an and Esther Weller Kenyon. He was raised and educated in Yankton, S.D. As a World War II veteran, he served in the United States Army Air Corps from 1943-46.

He was an aerial gunner and flight engineer on B-25s. His tour of duty ended in the Pacific Theatre with the 345th Bombardment Group (Air Apache), and he was honorably discharged with the rank of staff sergeant. After the war, he completed his Bachelor's Degree in History, graduating from Yankton College in 1947. He married Dora Marie Kallander in 1948 who preceded him in death in 1974. Carleton earned a Master's Degree in History, and Juris Doctor from the University of South Dakota, Vermillion.

He was admitted to the state bar in 1950. After earning a Master's Degree in Library Science in 1951 from the University of Michigan, he moved his family to Los Angeles where he worked at the LA County Law Library. In 1960, they relocated to Sacramento where he becme the California State Law Librarian, and later settled in Maryland (1969-1989) where he headed the Law Library at the Library of Congress in Washington, D.C. Carleton retired and moved to Salem with his son in 1989 to be closer to his daughter, son-in-law and grandson. He was a member of the First Congregational Church of Christ.

Carleton thoroughly enjoyed his volunteer work with the Oregon State Supreme Court Law Library, Oregon State Library, Salem Public Library, and Oregon State Archives. He believed in life-long learning, and attended continuing education classes at both Chemeketa Community College and Willamette University. His interests included reading (history, non-fiction, and geography), spectator sports, coin collecting, and his dog, Maccabee. Survivors include his daughters, Garnet (Rick) Elliott of Keizer and Kay (Perry) Barboza of Fairbanks, Alaska; son, Harmon (Gliceria) Kenyon of Salem; grandchild, Andrew of Keizer; and one sister, Jean Lovelace of St. Cloud, Minn.

Memorial services will be held at 11 a.m., July 17 at the First Congregational Church of Christ at 700 Marion St. NE in Salem with Rev. Gail McDougle officiating. Interment will take place at the Yankton Cemetery, S.D. Carleton was a wonderful father, dearly loved and respected, and will be greatly missed.

He married Melvina Clair Ramsey on Sept. 26, 1938 and enjoyed 46 blessed years together before her passing in 1984. Delmer quit school and worked the family farm. He raised grass seed and farm animals. In hard times he would take on extra jobs, logging and mill work to provide for his family.

He was a member of St. Boniface Catholic Church, Honorary Life Member of Aumsville Historical Society, Albany Eagles and Lebanon Elks. He enjoyed hunting, had fishing, and love trapping. for chil- He a special dren. He always had a sense of humor.

9, 1919 July 12, 2003 SALEM -Harold was born in Great Falls, Mont. to Ernest and Margaret Lentz. He moved to Salem in his early years and graduated from Salem High in 1938. He was known to many friends and family as 'Cliff', Harold enlisted in the service in 1941 and flew in the Army Air Corp as a P-38 Fighter Pilot during World War II in the Act when it made the roadless rule by circumventing proper procedures. He said the agency did not allow enough public input on the issue.

Angell scoffed at that assertion, saying the rule drew more public comments than any other forest regulation. Samye J. Lena Lorene Howard May 12, 1910 July 11, 2003 KEIZER Lena Lorene Howard, 93, died of cancer at Sherwood Park Care Center surrounded by her loving family. She is survived by daughters, Shirlee Yvonne Oberst of Talent Carol Jean Shepherd of Keizer; 9 grandchildren; 8 greatgrandchildren; 3 great-great-grandchildren; brother Kenneth Siratt of New Boston, Texas. Lorene was preceded in death by son, Donald 'Sonny' Howard, husbands, Burnie Isom Melvin Howard. He was awarded the Distinguished Flying Cross, Purple Heart and the Air Medal with two silver oak leaf clusters. He also wore a silver replica of the "Hat in Ring" above his pilots wings. He was personally pinned by Capt. Eddie Rickenbacker, leader of the "Hat in Ring" Corp since WWI. Harold joined the Air Reserve after WWII retiring at the rank of Major.

Harold married Marian Field in 1943, where they resided in the Salem area until Marians death in 1985. They had two daughters, Carol and Linda. He later moved to the area where he met and married Carolyn King in 1987. Harold worked the majority of his years for the State of Oregon until his retirement. He volunteered numerous hours to the Boy Scouts of America throughout his life and was awarded the "Silver the highest adult honor given by the council.

He was active in his church and delivered food to seniors for Meals on Wheels. His leisure time activities included, playing guitar, singing to and with the family, hiking, camping, fly tying and fishing. Survivors include his wife, Carolyn of Winchester Bay, daughter, Carol Stevenson, son-in-law, Jeff Stevenson of Dallas; daughter, Linda Lentz of Winchester I Bay; grandchildren, Kim, James and Jennifer; four great-granddaughters; and three step-grand children from his daughter Carol's marriage to the Late Larry Hamstreet. Also, sister, Loretta Jacobson; brother, Vern Lentz; and five nephews and one niece all from the Portland area. Preceding him in death were his father, mother, and sister Ernestine 'Tina' Lentz.

Visitation will be 1:00 8:00 p.m., July 16. Services 11:00 a.m., July 17, at Virgil T. Golden Funeral Home. Private interment at Willamette National Cemetery in Portland. C. Ronald Benson May 21, 1931 July 13, 2003 SALEM -C. Ronald Benson, 72, died Sunday. He was born in Chicago, Ill. and served in the US Navy from 1951- 1955.

Graduated from Augustana College in Rock Island, Ill. in 1957 and then graduated from Augustana Lutheran Seminary in 1961. Served as a Lutheran minister until 1970 at Salem Lutheran Church in Keizer. He then worked for the State of Oregon Disability Determination Division, retiring in 1993. He is survived by his wife, Betty Benson of Salem; daughter, Kelley Lyn Benson of Salem; daughter son-in-law, Colleen Roger Plott of Raleigh, N.C.;, granddaughters, Katy Cary Plott.

King May 18, 1921 July 9, 2003 PHOENIX, ARIZ. Mabel was a member of the United Church of God. She came to Oregon in 1961, residing in Scio until moving to Salem in 1970. She moved to Phoenix, Ariz. in 2001.

She enjoyed sewing, building bird houses, gardening, cooking and canning. Survivors include her daughters, Suzie Blackwell and Marcia Hickman of Phoenix, Rayma Cox of Junction City, Peggy Reece of Nyssa a and Lou Hayworth of Salem; sons, David King of Woodenville, Ernest King of Nevada, Charles King of Phoenix, Ariz. and Steve King of Keizer; sister, Sally Ferguscon of Natches, 35 grandchildren; 30 greatgrandchildren and one great-great grandchild. She was preceded in death by son, Jim King; two brothers and two sisters. Visitation will be from noon to 8 p.m.

Ralph William Bright November 26 1922 July 10, 2003 SALEM Ralph William Bright quietly and peacefully passed away on Thursday, July 10, 2003, of natural causes at 80 years of age. He leaves behind a wife, Genevieve, of Salem, a daughter and son-in-law, Gay and Jim Lemberg of Newton, North a brother and sister-in-law, Murl and Sharon Bright of Blodgett, Oregon; and numerous nephews and nieces.

He was preceded in death by sisters Naomi and Edith; brother Clarence; and son Dennis. After graduating from Philomath High School, Ralph served aboard the battleship USS Maryland in the Pacific during World War II. He subsequently graduated from the University of Oregon and pursued a journalism career from 1948 until 1964 at several smaller Oregon community newspapers. He was Vice President of Industrial Relations at El-Jay, Inc. in Eugene from 1964 through 1977, and concluded his professional years in 1986 as Director of Member Services at Cascade Employers Association in Salem.

During his retirement years, Ralph enjoyed boating and traveling. Spending time with family and close friends was always a priority. He and his wife were regulars at the Courthouse exercise club in northeast Salem, where they developed many close and meaningful friendships. A memorial service will be held at Sunnyside Little Chapel of the Chimes in Portland, at 2:00 PM on Saturday, July 19. In lieu of flowers, the family suggests donations in Ralph's name to either Oregon's Special Olympics program or the Lane County Association for Retarded Citizens.
