OREGON Page 7D Statesman Journal, Salem, Friday, July 5,1991 Group wants Portland police chief to quit State bar drops complaint against Portland mayor's aide VW A The Associated Press In the agreement. Rodsers rest of his family accepted Katie Potter's homosexuality. Potter noted that he has participated for several years in an annual anti-racism march through northeast Portland and will continue to champion gay rights. "As chief of police I feel it is my responsibility to work to ensure that every citizen has the right to live their life free from the fear of crime and free from any governmental interference in their right to think, express themselves and live as they choose," he said. has scheduled a news conference Monday on the steps of the building that houses Potter's office.

Casey said he and other county directors were offended by Potter's participation in the Lesbian and Gay Pride March and Rally on June 22 and by a news story on Potter and his daughter, Katie, a Portland police officer, that appeared in The Sunday Oregonian on June 30. The article focused on the relationship between father and daughter and how Potter and the ment, renewed his pledge to combat racism, sexism and homophobia. "I specifically mentioned those three areas because of the hate and violence perpetrated against some of our citizens based solely on the color of their skin, gender or sexual orientation," Potter said. "As a group, the gay and lesbian community has been the target of discrimination and hatred and does not enjoy all the rights most of us take for granted." The Oregon Citizens Alliance The Associated Press PORTLAND Portland Police Chief Tom is promoting homosexuality and should stop, leaders of the conservative Oregon Citizens Alliance say. "He is not demonstrating a positive role model for our children," Bill Casey, the group's Multnomah County director, said.

Casey said he personally would like the chief to resign. The criticisms were made in a press release distributed Wednesday. Potter, in a prepared state PORTLAND The Oregon State Bar has dropped a formal complaint against an aide to Portland Mayor Bud Clark, bar officials said Wednesday. In exchange, aide John E. Rodgers has agreed to a six-month suspension from practicing law.

Oregon Supreme Court Chief Justice Edwin J. Peterson approved the agreement Tuesday. The bar filed a complaint against Rodgers in March including accusations that the lawyer failed to represent clients properly, failed to respond to a bar investigation and neglected a legal matter. The complaint cited four cases between 1985 and 1990. Rodgers was a Forest Grove lawyer specializing in divorce and criminal defense for 12 years before he joined Clark's staff last month as police admitted he failed to serve some clients properly because of a limited background in arbitration and probate cases.

He also said he no longer wanted to be a lawyer. "I'm glad they're satisfied with our decision," Rodgers said Wednesday. The mayor's office hired Rodgers without knowing about the bar's complaint nor his two other unrelated suspensions for failure to carry malpractice insurance and failure to meet continuing educational requirements. Should Rodgers choose to practice law when the six-month suspension is up, he must apply for reinstatement. Rodgers would not say whether he would seek reinstatement.

"I'm not going to discuss my future plans," Rodgers said "I'm busy working for the mayor's office right now." Larry Neville said. Vera White, a neighbor for five years, said Rickbeil was a believer in New Age philosophies who often would try to convert strangers. He'd give them cards with his name and address and invite them over. Rickbeil was perhaps too trusting, White said. He often complained of people who came over and then stole things.

Apartment manager Mac Mac-Cartney said Rickbeil's roommate came to him Tuesday evening after he was unable to unlock his door. The two men got the door open and found the body. MacCartney said Rickbeil was a good tenant, always eager to talk. William J. Juza, City Attorney I B.
