Trantham CANTON Frederick James Trantham, 66, of 1 Laura died Friday in a Haywood County hospital. A native of Transylvania County, he had lived in Haywood County for most of his life. He was a son of the late Robert and Lorena Pinker-ton Trantham and retired from Champion Papers. He was an Army veteran of World War II and was a member of North Hazel wood Baptist Church. Surviving are his wife, Matilda Morris Trantham; a foster son, Clyde Carroll Trantham of Fair-view; a sister, Evelyn Chastaln of Canton; a brother, Ray Trantham of Corona, and a grandson.

Services will be at 2 p.m. Sunday in the Canton chapel of Wells Funeral Home. The Revs. Carl Chas-tain and Bil Ferguson will officiate. Burial will be in Bon-A-Venture Cemetery, Old Clyde Road, with military rites by Canton VFW Post No.

28716; or to North Hazelwood Baptist Church building fund. Mildred Schreiber SKYLAND Mildred Schreiber, 91, of 3328 Sweeten Creek Road, died Thursday in an Asheville hospital. A native of Madison County, she was the daughter of the late Elihu and Alice Rector. She attended Dor-land-BeU Institute. Surviving are a daughter, Edith Reems of Skyland; two sons, Tommy G.

Schreiber of Henderson ville and James R. Schreiber of Chapel Hill; seven grandchildren and three greatgrandchildren. Services will be at 3 p.m. Sunday in Arden Presbyterian Church, of which she was a charter member. The Rev.

Rural Business Bill Goes To Final Vote The Associated Press RALEIGH A bill that would establish a corporation to finance small business starts and expansions won tentative House approval Friday despite charges that It would discriminate against urban areas. The measure passed 92-14 and faces a final vote Monday. If approved it goes to the Senate, where a similar bill cleared the Finance Committee this week. Supporters hailed the proposed corporation, the brainchild of the North Carolina Rural Economic Development Center established last year. They said it would provide capital for fledgling companies unable to obtain financing from banks, savings and loans or other conventional providers.

"We're investing in our people, and the people of this state are the best investment we can make," said Rep. Bobby Etheridge, D-Harnett Many of the negative votes were by representatives of urban areas who cited the bill's references to the need to boost rural economic growth. They voiced fear that the corporation would be less inclined to loan money to urban businesses. The chief sponsor, Rep. AI Line-berry, D-Guilford, said applications from all parts of the state would be given equal consideration.

The references to rural areas mean simply that the corporation would target North Carolina's economically deprived areas, he said. Etheridge said there was noth-' ing wrong with putting special emphasis on rural counties in the state's eastern and western regions. Officials Order Huge Clothes Pile Buried The Associated Press PEACHLAND A Peachland used-car dealer must get rid of mountain of clothing that drew thousands of thrifty tourists just three weeks ago but now carries the smell of slowly decaying nylon, rayon or Dacron, Anson County health officials said. "It's an illegal dump," said Carol Ann Gibson, environmental health coordinator with the Anson County Health Department. "If everyone dump their garbage on places like that, we wouldn't have a very nice place to live." A foot-deep pile of clothes, rang-'ing from designer jeans to women's corsets, is still spread over several acres of land owned by Lee "Red" Wright, but state and county health officials say the rotting clothes could soon become a breeding ground for snakes, rats and other vermin.

Wright is trying to find a con-; tractor to haul the clothes to a land-' fill, Gibson said. In mid-May, Wright made headlines when he had six tractor-trailer loads of secondhand clothes from North Atlantic International Ltd. of the Bronx, N.Y., dumped on his land. But Wright, who has steadfastly refused to talk to reporters, didn't sell the clothes. Instead, he charged visitors $5 a car to park and take all they wished.

Education Money Sought For Indians The Associated Press CHAPEL HILL North Carolina's Indians may get more state help in obtaining college educations under a new policy statement approved by a University of North Carolina board of governor's committee. The statement, also approved Thursday by the N.C. Commission of Indian Affairs, affirms North Carolina's commitment to educating American Indians a group whose college attendance rate has lagged behind the general population. The policy calls for the UNC system to request more state money next year for the American Indian Student Legislative Grant Program. The six-year-old program provides college grants of up to $500 a year for needy American Indian students who are North Carolina residents.

The policy also mandates that the university system ask the Legislature in 1989 to provide money to es- tablish an educational opportunity center at Pembroke State University. The center would work with area public schools to encourage more Indian students to prepare for college. The university system also would request money so Western Carolina University's Rural Education could perform similar Rev. J. Edgar Bishop SHELBY The Rev.

J. Edgar Bishop, 77, of Route 2, died Thursday at his residence. A native of Jackson County, he was a son of the late Grover and Mattie Morgan Bishop. He was a member of Baptist Ministerial Association and had pastored Mount Pleasant and Trinity Baptist Church in Mooresboro and New Prospect and Poplar Springs Baptist Church in Shelby. Surviving are his wife, Gracie Dills Bishop; two sons, Harold Bishop of Mooresboro and Hayes Bishop of Charlotte; two brothers, Jesse Bishop of Tacoma, and Ray Bishop of Morganton; two sisters, Irene Hooper of Cullowhee and June Carver of Hampton, two grandchildren and two great-grandchildren.

Services will be at 2 p.m. Saturday in Poplar Springs Baptist Church, Shelby, of which he was a member. The Rev. James Richardson will officiate. Burial will be in Cleveland Memorial Park.

DREXEL Carl Douglas Bumgarner 74, of 102 Baxter died Friday at his residence. A native of Burke County, he retired from Drexel Heritage Furniture Co. Bumgarner Jr. of Valdese; two daughters, Barbara Shull of Drexel and Judy Conley of Oak Hill; a brother, Alvin Bumgarner of Seattle, four sisters, Ruby Clontz and Mrs.

Bessie Mitchell McKEE CITY, N.J. Bessie Marie Mitchell, 82, of McKee City, died Friday at her residence. A native of Tyrona, she had lived in AshevUle tor several years before returning to Pennsylvania. She was a retired L.P.N, at Central Estoriana Hospital in Tampa, Fla, and was a member of American Legion Ladies Auxiliary. Surviving are a daughter, Nora Shelton of Asheville; three sons, Stanley Eugene and Roy Eddie Mitchell of Tampa and Chester Calvin Mitchell of the home; two sisters, Grace Swanson of Altoona, and Gladys Remaley of Tampa; eight grandchildren and four great-grandchildren.

Services will be in Tampa, Fla. Adams-Perfect Funeral Home, New Jersey, is in charge of arrangements. Otis F. Bitter TRYON Otis F. Ritter, 81, of Jervey Road, died Thursday in a Tryon nursing home.

A native of Kent, Ohio, he had lived in Polk County for the past 25 years. He was a former member of Red Fox Country Club and Spartanburg Piedmont Club. He was a member of Tryon Congregational Church of Christ. Surviving is his wife, Lena Zwickel Ritter. Graveside services were in Congregational Church Memorial Gardens.

Earl Green NEWLAND Earl Elder Green, 62, of Baltimore, formerly of Newland, died Wednesday in a Baltimore hospital. A native of Avery County, he had lived in Baltimore for most of his life. He was a son of the late Isaac and Verna Clark Green and was an employee of Bethlehem Steel Tank Division. Daisy Gouge BAKERSVILLE Daisy Masters Gouge, 98, of Bakersville, died Thursday in a Kingsport, hospital. A native of Graham County, she was the daughter of the late James and Julia Griffith Peterson. She was a member of Erwin (Tenn.) Church of the Brethren. She was the wife of Jason Masters, who died in 1918 and Alonzo Gouge, who died in 1954. Surviving are a daughter, Gladys Harris of Erwin, two sons, Odis Masters of Kingsport and Lee Masters of Knoxville; two stepsons, Glenn Gouge of Spruce Pine and Harold Gouge of Bakersville; three stepdaughters, Lillian Byrd of Mansfield, Ohio, Gladys Reagan of Zellwood, and Frances Black of Athens, a brother, Henry Peterson of Knoxville; 10 grandchildren, 20 great-grandchildren and two great-great-grandchildren.

A native of Clarkson, New York, he transferred to Buncombe County during the construction of Gerber Asheville in 1958, retiring as Assistant Plant Engi neer in 1984 after 32 years of service with Gerber, including work in Venezuela, Costa Rica, and Mexico. He attended Ixmisiana State University and completed his AAS Degree at Aslie-ville-Buncombe Technical College. He was a veteran of World War II, enlisting in the US Army Air Force and serving with the infantry in Europe. He was a member of the American Legion, past president of the Smoky Mountain Chapter AIPE, was named Plant Manager of the Year in 1976-77, and was a past director of the Engineering Society of WNC. He was a son of the late Charles William and Mary Caroline Edwards Cotter.

He is survived hy his wife, Carol Ward Cot ter; three sons, Douglas of Walpole, MA, Derek of Rock Hill, SC, Gary of Brevard, NC; two daughters, Dianne Cotter of Leicester and Sheila Rogers of three grandchildren; one sister, Veeda Eldred of Brockport, NY. Memorial services will be held at 1:00 p. m. Saturday in the Arden Chapel of Morris Funeral Home with the Rev. Preston Wagner officiating.

The family will receive friends at the funeral home following the service and, at other times, will be at the home. IT' Jack Arrington Jack Dewey Arrington, 82, of 110 Chestnut Mars Hill, died Friday in an Asheville hospital.

A native of Madison County, he was the son of the late Latt and Bre-jetta Austin Arrington. He was a re- tired engineer with Southern Railway and was a 32nd degree Mason. He was a member of West Asheville Lodge No. 665 Weslwood Baptist Church and Oasis Temple. He was a Shriner.

Surviving are his wife, Vera A. Arrington; two daughters, Patricia Overstreet of North Augusta, S.C., and Judie Lunsford of Weaverville; two sons, Jack E. Arrington of California and David L. Arrington of Salisbury; a stepdaughter, Betty Jensen of Asheville; a stepson, Robert M. Ammons of El Paso, Texas; 10 grandchildren and six great-grandchildren.

Services will be at 3 p.m. Saturday in the chapel of Groce Funeral Home. The Rev. John 11. Knight will officiate.

Burial will be in Clark's Chapel Cemetery, Weaverville, with masonic rites by West Asheville Lodge. Marvin Harris SWANNANOA Marvin Lester Harris, 76, of 505 Wilson died Friday in an Asheville hospital. A native of Rutherford County, he had lived in Buncombe County for the past 31 years. He was the son of the late Baxter and Eula Mae Laughter Harris. He was a retired security guard. Surviving are his wife, Alga Bryant Harris; a daughter, Laura Mae Hensley of Oteen; two sons, Donald Harris of Asheville and Ronald Harris of Kairview; a half sister, Blanche H.

DoLson of Spindale; seven grandchildren and a greatgrandchild. Services will be at 2 p.m. Sunday in Cane Creek Baptist Church, Rutherford County, of which he was attended. The Rev. Norris Wright will officiate.

Burial will be in the church cemetery. The family will receive friends from 7 to 9 p.m. Saturday at Groce Funeral Home, where the body will remain until the services. Herman Hintzpeter III CASHIERS Herman Charles Hintzpeter III, 74, of Sarasota, and Cashiers, died Thursday in a Highlands hospital. A native of Chicago, 111., he was a retired rancher and was a member of The Field Club.

He was a member and elder of Presbyterian Siesta Key Chapel. Surviving are his wife, Barbara Ross Hintzpeter; a daughter, Lisa Hintzpeter of Tallahassee, a son, II. Charles Hintzpeter IV of Sarasota; and a brother, Ervin D. Hintzpeter of Santa Rosa, Calif. Memorial services will be Monday in Church of the Good Shepherd, Cashiers.

Bryant Funeral Home is in charge of arrangements. Callie Mosteller ANDREWS Callie West Mosteller, 84, of Andrews, died Wednesday at her residence. A lifelong resident of Cherokee County, she was a daughter of the late Weldon A. and Lula Adams West. She retired from District Memorial Hospital.

Surviving are her husband, Dee Mosteller; a daughter, Annie Jean Barker of Littleton, two sons, Jack Mosteller of Bellevue, and Joe Mosteller of Yorba Linda, three sisters, Hlldred Pullium and CulHe Matoy of Andrews and Louise Ensley of Cramerton; two brothers, A.V. West of Andrews and Gwyn West of Beckley, W.Va.; six grandchildren and six great-grandchildren. Services will be at 2 p.m. Sunday in Valleytown Baptist Church, of which she was a member. The Rev.

She was a member of Anderson Branch Free Will Baptist Church. Surviving are her husband, Baxter Wilson; four sons, Monroe, Richard and Troy Wilson, all of Marshall and Roy Wilson of Detroit, three daughters, Stella Hensley of Asheville, Pauline Holbrook of Detroit and Cindy Ledford of Marshall; 28 grandchildren, several greatgrandchildren and great-greatgrandchildren. Frances Ledbetter FOREST CITY Frances Jackson Ledbetter, 74, of Forest Hill Drive, died Thursday in a Rutherfordton hospital.

A native of Rutherford County, she was a retired L.P.N, and was a daughter of the late Fletcher and Marie Lovelace Jackson. Surviving are her husband, Howard Ledbetter; a son, Johnny Ledbetter of Forest City; four brothers, Claude Jackson of Tuscaloosa, Bobby Jackson of Dover, Hubert and Frank Jackson of Asheville; a sister, Thelma Massie of Asheville; and four grandchildren. Services will be at 2 p.m. Sunday in Green Hill Baptist Church, of which she was a member. The Rev.

The family will receive friends from 7 to 8:30 p.m. Saturday at Crowe's Mortuary, where the body will remain until 30 minutes before services. Glennia Snipes Glennis Allen Snipes, 66, of 227 Monte Vista Road, Candler, died Thursday in an Asheville hospital.

A native of Buncombe County, she was the daughter of the late Noble Owen and Augusta Hyatt Allen. She retired from American Enka Corp. Surviving are her husband, Theron H. Snipes; a daughter, Lynda S. Burress of Candler; three sons, Steven E.

Snipes of Asheville, Michael A. Snipes of Linville and Douglas R. Snipes of Candler; and eight grandchildren. Services will be at 3 p.m. Sunday in Candler House of Prayer, of which she attended.

The Revs. Arnold Vess and Jerry McCain will officiate. Burial will be in New Morgan Hill Cemetery. The family will receive friends from 7 to 9 p.m. Saturday at the church.
