JIRKA SR. DIES; FORMER HEALTH CHIEF Son-in-Law of Late Mayor Cermak Dr. Frank Joseph Jirka 77, former state public health director and a son-in-law of the late Mayor Anton J. Cermak, died yesterday in Mc- Neal Memorial hospital, Ber-J wyn, after a long illness. Dr.

Jirka, who lived at 1509 Forest Dr. Jirka Kiver For est Kiver Forest was a brother-in-law of Gov. Kerner and former State Sen. Richey V. Graham Chicago, both of whom married daughters of Mayor Cermak.

Dr. Jirka was graduated from Northwestern university medical school in 1910, and became a general practitioner and later a surgeon. He was attending surgeon at County hospital from 1924 to 1945, and at St Anthony Padua hospital from 1924 until his retirement He was a lieutenant Jn the army medical corps during World War I. Cermak's Personal Doctor Dr. Jirka was chief surgeon of the Bridewell from 1928 to 1932, and served as state public health director from 1933 to 1937, whenhe returned to private practice.

He was Mayor Cermak's personal medical adviser. An associate professor emeritus in surgery at the University of Illinois school of medicine, Dr. Jirka, was a fellow of the American College of Surgeons, a fellow of the International College of Surgeons, and a diplomat of the American Board of Surgery. He was the author, in 1940, of "American Doctors of Destiny," a composite of biographical sketches about American physicians who had made medical and civic contributions. School Named for Father Dr.

Jirka was the second man to carry that name in Chicago medical circles. His father, the late Dr. Frank J. Jirka, came to Chicago from what is now Czechoslovakia in the early 19th century. He was a member of the board of education and the Jirka elementary school, 1420 W.

17th st, was named for him. Survivors include his widow, Mrs. Ella Cermak Jirka; two sons, Dr. Frank J. Jirka who was named last month as chairman of Gov.

Kerner's committee on employment of the handicapped, and Anton Joseph; a daughter, Mrs. Mariella Jirka Pobanz; seven grandchildren; and a brother, Harold, a New York City attorney. DAVID WILKIE, RETIRED AUTO EDITOR, DIES Detroit, Nov. 18 David J. Wilkie, who won international recognition as a reporter during his 56-year career with the As sociated Press, died today in Mount Carmel hospital.

Wilkie's death came a month after the retired AP automotive editor was honored Oct 17 by auto industry leaders and fellow reporters on his 75th birthday, which also marked the publication of his first book, "American Autos and Their Makers."
