6 Section 1B Chicago Tribune, Saturday, December 7, 1974 JANKOWSKI 0NDRUS Troops alerted as Makarios goes to Cyprus By Philip Caputo Middle East Correspondent Chicago Tribune Press Service NICOSIA, Cyprus Arch- i bishop Makarios' return to Cy- i prus Saturday 'is seen here as I an event that will undermine sources said all troops were ordered confined to their stations as a precautionary measure. In Nicosia, a source said all peacekeeping forces had been confined to barracks in a low alert.J A virtual partition of Cyprus, informed sources said, would create a situation of perman-nant tension in the eastern Mediterranean and increase the dangers of a Greco-Turkish war. Altho Makarios, who was deposed as president in a Rightist coup in July, will be greeted by thousands of- jubilant Greeks, political leaders are pessimistic about the effects he will have on talks between acting President Glafcos derides and Turkish leader Rauf Denktash. of the two communities. "We are moving into a Arab-Israeli situation very quickly," an informed source referring to the situation created by Turkey seizing part of Cyprus in the July invasion.

FOR EXAMPLE, the Greeks have declared the Turkish-held ports of Kyrenia and- Fama-gusta illegal points of entry. The Turks retaliated by issuing the same declaration on ports the Greeks held. Thus, free movement between the zones is inhibited. There has already been a virtual transfer of populations and for all practical purposes an ethnic partitioning. Only 17,000 Turks remain in Greek-held areas, and 11,000 Greeks in the south.

In addition, automobiles reg- THE NEGOTIATIONS, which have focused on humanitarian issues, have been proceeding smoothly because both men trust each other and are concerned about the tightening grip of the Turkish army on the northern third of the island. The archbishop, however, is profoundly distrusted by the Turkish Cypripts. With Makarios' return tp the presidency, Clerides will be reduced tp an intermediary between him and Denktash. It is also believed that Makarios will move to the Right after he gets here, to protect himself from the forces who deposed him, and will therefore become more inflexible in dealing with the Turks. In that event, the negotiations are almost certain to stall and accelerate the growing separation the negotiations between the leaders of the Greek and Turkish Cypriot communities, leading to the possibility of an impasse in the talks and a division of the island into two de-facto states.

Wire service reports said Greece put its armed forces on alert on the eve of Makarios' return to Cyprus and United Nations troops on the strife-torn island were alerted amid mounting tension in anticipation of the prelate's return. Crosstown cost set at $2.22 billion THE COST of constructing the controversial Crosstown Expressway would be a whopping $2.22 billion, a study released Friday by the Illinois Department of Transportation revealed. If Chicago, which favors building the freeway, paid the nonfederal share of the cost of the Crosstown, as the city has indicated it would, the cost to the city over the next 10 years would be $614.3 million, the state study contends. The state is opposed to the proposed expressway. City officials have consistently argued that the cost of constructing the Crosstown would only be $1.5 billion.

'Whether the university takes disciplinary action against the six hinges on whether they dealt in drugs on the university grounds," said Dr. Donald Peterson, public information director for the university. "We have talked to the police officers involved in the arrests, and so far they cannot say with any certainty whether there was drug sale or delivery by the six at the school." The six, who also included two student government lead ers, were arrested late Thurs day night by De Kalb and N. I. U.

police and the Illinois Bureau of Investigation. DAVID JAFFE, 21, the alderman, and student leaders had been involved in a movement to have a referendum in De Kalb on the decriminalization of marijuana. Jaffe said he and several members of the N. I. U.

student government have been collecting signatures on campus favoring the referendum. The six were taken to the De with-a-gun" report had come from Smith's wife who had phoned her husband, to be told, 'Call the police, there a man with a gun in here." THE CADILLAC, after Smith fired into it, was driven south third extension if the board allowed it," said Harry Williams, Indiana air pollution control director. Williams said the order to close the shop and its 12 open hearth furnaces was not issued until the city of Gary and the jgU. S. Environmental Protec- 'tion Agency agreed with the action.

The federal Environmental Protection Agency estimates that 10,000 to 12,000 tons of dust spew from the No. 4 open hearth furnace shop each year. The 12 furnaces in the shop are all that are left of 53 once used in Gary. George Fort, general assist ant to the general superintendent of the Gary Works, said U. S.

Steel's plans had been to phase the open hearth furnace shop out of operation. But greater demands for steel and failure to get other steel-making facilities working on schedule to make up for the production loss of the open hearth shop caused the firm to try to keep the facility going. "We have a lot of crippled furnaces that need a lot of repairs," said Fort. Blast furnaces and basic oxygen furnaces are not running at full capacity because they cannot get enough hot metal to make steel. An advantage of the open hearth furnace is that it can melt down scrap metal, whereas the other furnaces must start operations with molten metal.

"OUR CONCERN right now is the need for production. We could be employing these 2,500 people rather than putting them on the street, which would occur if this furnace goes out of operation," Fort said. 2 dead, By Jay Branegan and Joe Morang A SOUTH SIDE saloon owner shot and killed a man and a woman and wounded two men as they fled Friday from 2 chamber pots are sold for $15,640 RETFORD, England IReuters A London dealer at a local auction Friday paid $15,640 for a pair of silver King George I chamber pots dated 1722. The other three still were being held. Jaffe, arrested on the steps of the Holmes Student Center on campus, was charged with unlawful delivery of marijuana and released on $10,000 bond. POLICE SAID the arrests of Jaffe and the five others were the result of a three-month investigation of drug traffic on campus and in the city. Also released were James Pionke, 22, of Harvard, student academic adviser, and Alexander Evans, 23, both charged with unlawful delivery of marijuana. Pionke was released on $10,000 bond and Evans on $5,000 bond.

Being held were Kenneth W. Depperman, 24, of Bellwood, a student government treasurer charged with unlawful delivery of marijuana and possession of marijuana; Robert M. Slama, IS, of Chicago, charged with possession of marijuana; and Richard M. Weis, 20, cf Park Ridge, charged with unlawful delivery ef LSD. Weis' bond was set at $15,000.

Also in South Chicago Community Hospital, in good condition with a bullet wound in the right thigh, was Anthony Richardson, 18, of 7719 S. Bennett Av.

Police said Smith had shot Richardson, who police picked up as he ran northbound from the saloon. The saloon owner, Claude Smith, 41, of 50 W.

They said the two wounded plus two other persons will be charged with robbery. Two Burnside Area robbery investigators, James Doyle and Dale Riordan, said they were responding to a "man-with-a-gun" report when they saw Smith fire five or six shots at near point-blank range from a snubnosed revolver into a 1965 Cadillac convertible double-parked outside the lounge. "At first he was four feet away and then one Riordan said.
