The officers had declined.to spread the tax because the budget contained items of $10,000 for lighting county highways and $705 for lighting city streets. They contended there was no legal authority for such expenditures. Muskegon circuit court overruled them and directed that the tax be spread, and this view was concurred in by the high court. The board of supervisors has the authority to include in the budget expenditures designed to "keep roaHs in condition reasonably safe and fit travel," the court held. Poppy Money Is Stolen.
