Ewing and Burt Reynolds, CBS chalked up its ninth straight week as the No. 1 network in the prime-time ratings battle, figures from A.C. Nielsen Co.

"Dallas" finished first in the ratings race for the llth time in 14 weeks, while "Hooper," a 1978 Reynolds picture making its TV debut, clobbered the competition ABC's "East of Eden" and "Kent State" on NBC in a head-to-head race for viewers Sunday night. CBS' rating for the week ending Feb. 8 was 20.8, with ABC second at 19.5 and NBC third at 16.9. The networks say that means in an average prime-time minute during the period, 20.8 percent of the nation's TV-equipped homes were tuned to CBS.

"Dallas," the dominant prime-time series since early in November, registered a rating of 31.6. Nielsen says that means of all the homes in the country with television, 31.6 percent saw at least part of the dealings of the Ewing clan. The big collision came Sunday night, as the networks roared into the February "sweeps" the time when national spot advertising rates are determined for the next four months. "Hooper" finished No. 3 for the week, behind "Dallas" and another CBS show, "Dukes of Hazzard," while the first chapter of "East of Eden," ABC's new adaptation of John Steinbeck's novel, was No.

15. "Kent State," NBC's dramatization of events at the Ohio university in May 1970, when four students were shot to death by National Guardsmen, finished 61st. To compound NBC's troubles, the network had four of the week's five lowest-rated shows: "Hill Street Blues" was No 60, followed by "Kent State" and another NBC program, "Nero Wolfe." "Ladies' Man" on CBS was 63rd, with "NBC Reports: Who Will Fight for America?" 64th. The picture was not entirely bleak for NBC. The network runnerup in the ratings competition four times in the last six weeks listed four of its half-hour series among the week's 30 highest-rated shows: "Diff'rent Strokes" in sixth place, "Facts of Life" llth, "The Brady Girls Get Married" 25th "Harper Valley P.T.A." 29th.

The latter two are new series. Here are the week's 10 highest-rated shows: "Dallas," with a rating of 31.6 representing 24.6 million homes, "Dukes of Hazzard," 29.7 or 23.1 million, 29.2 or 22.7 million, "M-A-S-H," 28.7 or 22.3 million and "60 Minutes," 28.3 or 22 million, all CBS; "Diff'rent Strokes" and "Real People," both 25.7 or 20 million, both NBC; "Lily: Sold Out," 24.9 or 19.4 million, CBS, and "Love Boat," 24.8 or 19.3 million, and "Three's Company," 24 3 or 18.9 million, both ABC. The next 10 programs: "Facts of Life," NBC; "Too Close for Comfort," ABC; "Little House on the Prairie," NBC, and "House Calls," CBS tie; "East of Eden," Part and "Hart to Hart," both ABC; "Happy Days" and "That's Incredible," both ABC, tie; "The Waltons," CBS, and "Quincy, M.E.," NBC.
