He alluded to an extreme case involving the same point that of Abbott, claiming an election as United States Senator from Ntrth Carolina and contesting the election of Vance. When the Legislature voted for Vance he was ineligible to the office, not having his political disabilities removed. Abbott claimed that the votes cast for Vance were null and void, and that the person who received the next highest vote was entitled to the scat.

To these, men were at once sent out.with instructions to make the Democratic vote in them as large as possible. This was on Wednesday afternoon.

On the same evening Governor Stearns sent out a special train with a number of Republicans on board, with instructions to visit the precincts under Democratic control and do all in their power to prevent the contemplated frauds. The Democrats heard of this, and four miles from Tallahassee the train Mas run off the track by tearing up a rail, and wrecked. Of course, the Republicans were unable' to proceed, and the Democratic emissaries reached all the remote polling places from twelve to twentv-four hours in advance column for Ten Cental a. The accounts now reaching the North by every mail of the holesale frauds, violence. and jiracticil defeat of Republican govern mcnt in various Southern are sad and staitling reading. These neeoanfcs come from resronsiUe men, who, in most cases, sign their name to their letters and despatches and they show- the deliberate pur pose to make a solid South for Tildcn, by any and all means requisite for that end, in utter defiance of the will of the majority. We compile some of the fact of the case, as shown by these statements. In the parish of East Feliciana, Louisiana, there was by the Census of IsT'), a colored population of 'J, oW, acd a white population of only At the last previous election the Democrats had 847 and the Republicans l.CSS Totes, yet now Democratic deapatche assert that rei-tercd votes were polled, cf which II lyes got three and Tildcn ths rest." jv.

Koilo-rfr asserts that the Registrar was driven out of the parish, and that no leal election was held, Democrats voting 03 they pleased, while "no Republi can ticket was allowed to be put in the field." Ia Ouachita parish ttie population wa 7,823 colored and S.To'J white, and the vote in 1874 was 1 .004 Republican and 7C Dimocratic. Here the Democrats now claim maj irity. 15 the official re port, by tha army ollber stiti.ined there mentions the anamination of the leading Republican of the parish, and asserts that during the election the United States Mar shal in charge of one of the boxes was shot, aad the bos destroyed. Similar methods were pursued, Gov. Kellogg in More- hiuse, West Feliciana, and East Riton Rouge These parishes all have a colored population greatly in the majority, have registered more than twice as many colored as white voters, and have hitherto given heavy Republican majorities.

Now the Democrats claim maj orities of 528 in Morehouse, ib in West Feliciana, and 000 in East Baton Rouge. The Democratic reports, which admit that the Republican? gain largely in the colored pirishesin which the election is admitted to have been free from violence, show that the eolored population is quite as strong as ever in its attachment to the Republican party, wherever it has been permitted to vote. Yet in face of this plain fact the impudent claim is made that the five colored rarishes which give 3,934 Republican majority in ls74 have mw given 4,410 Democratic majoiity, scarcely a Republican vote having been polled in either of them. Tho Jsew York Tribune gives tables of the population and of the votes and majorities according to Democratic count in 1874, compared with the majorities now claimed bj the Democratic despatches, and adds editorially Is it not manifest that, as the five Red River parishes were conquered by fraud, assassination, and massacre, so five others have now been seized acd the actual will of the people defeated Elsewhere the Republicans Lave maintained their strengtn or made gains wherever there is a colored majority. In these five parishes the Governor publicly declares ttiat no free and honest election was held.

Yet the Democrats telegraph to their friends at the Xjrth, as a basis for the claim that they have carried the State, assertions that in these five parishes they have gained upon their own count iu 1S74. Is it possible to explain such gains there, and there alone, on ihe supposition that there was a legal and fair election If not, we ask the candid citizen, be he Democrat or Republican, if he wishes to have a President electod by fraud, force, or assassination In Florida, the frauds appear to have been chiefly perpetrated since the election. A Jacksonville (Florida) despatch of November 13th says: "The Republicans claim the State for Hayes by as legitimate, though not as large, a majority as that ghen by Vermont.

This rests on actual, undisputed, and indisputable returns. Mr. Chandler, chairman of the National Republican Committeo, says to everybody that all information received is to the effect that Hayes and Wheeler are certainly elected. It is tolerably certain that the Republieacs have elected 130 members of Congress and the Democrats 145 and three raembersare yet to be chosen. This leaves nine members in dispute.

The Albany Journal savs '-The Democrats may be thankful they haven't the New York Assembly, fur they haven't a member fit to be Speaker." The Tildenites, remaiks the Chicago Times, arc illing to forget the past, even the immediate jast, but not until they have heard that rooster ciow just once Mr. Bowles remarks that it is all very well, perhaps but Charles Francis Adams has got to be nominated agsin lor something, right away. One good result in the Western States is the almost complete defeat of the ictlation movement. Tho Greenback Democratic candidate, Stewart, was defeated in Illinois, and the three Congressmen who were pronounced apostles of the rag-money heresy were laid out by an overwhelming vote.

The Raleigh irs, a leading Democratic organ, assuming that Tilden is elected, savs "Northern people will now proceed northward." A Raleigh, South Curol'na, despatch Smith M. Weed is in South Carolina. He is to be travelling ith a "barrel" and many "mules." He registered at the hotel in Raleigh as Thomas Keith, of Tcnnc-see. STATU IEVS. Uickford, of St.

Juhmbury Centre, attempted suicide by shooting at himself four times, toe other day. The cause was domestic troubles. A horse, wagon, harness and robes were stolen from Mr. Scott, of Elmore, recently. Sheriff Hardy started ia pursjic of the tnitftwo days sfwr the occurrence, and made an unsuccessful chase to Canada.

The thief, however, has since been arrested and committed to jail at Hydepark. He proves to he the somewhat notorious Noble Webster, who stole a team from D. W. Dudley, of Montpelier, some three years since, and was committed to jail, but soon afterwards made his escape, and has not since been heard from until he was identified at Wol-cott. Some twenty young ladies of Middlcburv have formed a club lor reading Shakespeare and hold weekly meetings.

Middlehnry has also a ladies' German reading club, whose meeting are devoted to reading in the German language. Georse Grow's 99 cent store in St. Johns-bury was entered the other night and about $00 worth tl goods carried off. 5 A. D.

Marcus raised some large early rose potatoes on his farm in Glover, this year, the largest ono weighing three pounds and a quarter. Several bears have been seen at Hancock, and one man recently lost five calves by them. A Rochester man has also lost several sheep. Hancock turns out daily thirty barrels of cider at lrom 1.25 to $1 50 per barrel, and apples are ten cents a bushel. Bu siness never was more lively at Leicester Junction than it now is.

The lime kilns are turning out some two hundred barrels of lime per day, and yet cannot keep pace with their orders. Lyndonville had a bloody affray, the other nigbt. A dispute took place between Mr.J Welch and a man named Deos, who accused Welch of having been familiar with bis wile. Welch jumped into a wagon in which Deos was sitting and attempted to choke him. Deos drew a knife and stabbed Welch through the hand and the side.

Welch shook Deos off, and jumped from the wagon. Deos, who is an Indian halt-breed, was thoroughly angered, and slyly following eich stabbed him in the neck, but betore he could strike another blow the parties were separated. Mr. Peter Jones, Secretary of the Republican State Commit tee, telegraphs from Jacksonville, November 12th The Democrats are telegraphing results as official, from counties not vet heard lrom, and are sending dispatches through the country based on pre-arranced frauds. Dcin ocratic agents have been sent in all directions to increase the majority in the remote counties.

Ihe Deputy Marshal and Supervisors from Jackson county report to-day, that the Democrats destroyed the ballots in five precincts, and accepted the votes of two hundred men from Alabama. False certifi cates have been detected in the canvass of Clay county. Democratic frauds are reported in Ilillsboro, Hernandez, Volusia, and Washington counties. There has been a general discharge of colored mci who voted the Republican ticket. If all the Democratic frauds arc exposed, the Republican majority will be three thousand.

The North should understand that Florida is not doubtful. The canvass will show an increased Republican vote, and a majority clean over all the frauds. Another Florida despatch says The Democrats are boastful as well as desperate. The more intelligent of them, however, privately admit the loss of the State. The leaders everywhere are continually urg ing them to desperate measures, and in many places military organizations arc form ing and arms are distributed.

Nothing but tear 01 and the actual presence of the mili tary restrains them from open rebellion, lor wliicn there is an actual and quite general preparation, not confined to Florida, however, as the North should bear in mind. In South Carolina, outrageous frauds and violence are reported from four counties. A Columbia despatch of the 12th says: "The atrocities of the rifie-club campaign in Edgefield, Barnwell, and Aiken exceed anything jet asserted." It is asserted that hundreds of Democratic repeaters cime over from Georgia and rode from precinct to precinct in gangs, voting at each. In Anderson county the Democrats have gained tivcnty-tivo hundred, in EJgefield county hundred. Docs any one pretend to doubt that these Democratic gains, aggregating nearly six thousand in two counties, are the result of a system of fraud and terrorism From Raleigh, North Carolina, General Judson Kiipatriek, in a letter to the New York Tunis, describes the operations in some of the precincts.

He says The rebels for such they are in spirit kept guard over the polls. They admitted voters one by one, and whenever a Republican approached the ballot-boxes challenged and harrassed him with questions. In this way they consumed time, and, in every precinct so far heard from, when the sun went down it was found that numbers of Republicans had been challenged and talked out of their votes. As for themselves, the Tilden and Vance men voted early in order to have time to harass their opponents and the indications are that they also voted often. Let me here state a fact which indicates the perpetration of shameless frauds by the successful party in this State.

On the very nijht of the election, within two hours after the polls had been closed, apparently official reports were received at Raleigh that certain remote Democratic districts hud given Tilden and Vance, and the others on their ticket, large majorities, ar.d also stating the figures of those majorities. Honest reports could not have reached here from those districts in much less time than two days. To-day, the reports of Tuesday night have been verified by despatches from the districts in question. Now, what do these facts indicate, nay, prove, except that tne Democratic Committee of each county was directed to send in a certain ma jority agreed upon beforehand One county has given a Democratic maionty of 1,400. Previous to this time that county has been Republican, and the majority for the Democrats now announced is greater than the greatest number of votes ever before polled.

From Mississippi we hear that many heretofore heavy Republican boxes cast a unanimous Democratic vote." What that means, all know. Similar accounts come from Geonria. Transactions like these are not illustra tions of Republican government. They are the defeat and death of Republican govern ment. They are the rule of the mob, the reign of fraud and violence.

1 such crimes, by whomsoever perpetrated, arc to be allow ed to prevail and prosper, then popular government, in large portions of our country, is indeed a failure The change of the appointment of report er of the dec isions of the Supreme Court from the general assembly to the judges of the Supreme Court, is a sensible one. Sons of the Democratic papers have been amusing themselves and galling their readers by publishing fabricated despatches purporting to liavo been sent by Secretary Chandler to various close States, to the effect that the State must be counted for Hayes at all hazards. The Sentinel hag had two or three of these, such as only the veriest fool as well as knave, could have been guilty of sending. But Mr. Chandler is neither fool nor knave.

The New York Tribune has said many hard things of Mr. Chandler but in this matter it does him the justice to say He has displayed no bravado, and showed no other disposition than an earnest desire to go the best and most pruder.t thins in a critical emergency. To attribute such wild and and criminal utterances to a re sponsible member of the Administration, who stands also at the head of an organization of one-half the voters of the country, is, in a time like this, a crime against the pub lic peace..
