to. April t'tf. EVENING EDITION. 1 in i MONDAY EVENING, APRIL 7, 1S73 Captain Williams, of tlio ill-fatcl Atlantic, does not escape severe Manic for hU course. Mr.

W. Blunt, of New York, who an acknowledged authority on naval matters, sayx, In a puMishcd letter The conduct of Captain Williams in going lielow to sleep, when headed on a shore, and his assumption that lie knew the position of the steamer, po that he could run his distance within fifteen luiles before stopping, are both disgraceful to him. and if there is a law to meet his case, it should be meted out to bill). All old sea-captain, interviewed by a Timis reporter, said All shipmasters look upon Williams' con-duet as scandalous. In my opinion.

Captain Williams should not have left the deck for a moment, considering the position of the ship, i lose in as he must have known her be to one of the most danzcr.uiH roasts in thn world, strewn with hall-sunken rocks, mid heavy tide sets, which are i.ltcn iiiereaseil 'and altered by tho force and direction of the winds. The position of the vessel on that fatal night demanded the ut-niovt tare and attention. Any prudent man would have doubled his lookouts, sent a man to the inastdiead to keep a bright lookout for land or lijrhts, and slowed his ship down until he saw something from which tnLe ii sure departure: and he xhould have taken the furtlHprecaution of taking an occasional cast oT the lead, ana even stopped the ship dead to do it. of these precautions seem to have Wen taken. The Captain himself can ive no explanation of the cause of the disaster, except miscalculation as to the current and the vessel's speed.

Ma. Ci mis Hush. nation. A Washing ton despatch to the New York Ti mr says that ficorge William Curtis, in his letter resigning his position on ti Civil Service Advisory Hoard, makes no accusation id any abandonment of the reform itself, but, having become, embarrassed in respect to the of New Yolk, and his iews put prevailing, he has doubt le-s found it to vindicate his own sense of dignity and self-respect by resigning. The history of this a flair, -ays the correspondent, has never been made public.

Mr. Curtis nioiie warmly espoused the promotion Mr. Benedict been 'ise it would be a enn-pii'iioiis thrust at the politicians. Outside of r. Curtis the appointment was not urged.

But the President to Mr. Curtis' appeal and appointed Mr. Benedict. The Senate laid the nomination on the table, and to save it fr nn rejection it was withdrawn. The inl'uenees which operated in the the Senate are unknown, but th-y were fatal to the nomination in 'any event.

'1 he President then appointed a loard consisting of Messrs. Curtis, Collector Arthur, ami Jackson S. Schultz to examine candidates. Mr. Curtis declined to serve on account of his health, and niter some further delay the Pre-idcnt found his way out id' the complication by the appointment of Cen.Sharpe, promoting the hitter's deputy to the Marshalship, and further signalizing his view ot what he deems practical civil service reform by transferring I cputy Collector J.uues from the Custom house to the IVt-ofliee.

The reform will not stop because Mr. Curtis has resigned. It will continue to be enforced to the extent of the President authority, unsupported though it be by the legislation for which he appealed to Congress, in vain. I'mler instructions of the Secretary of the Treasury, Mr. K.

0. Iraves, of the Treasury Civil Service Board, accompanied by Mr. Sumner. I. J.

Kimball, ot the Bevenuc Marine Bureau, left to-ii'ght to visit the principal Sortliern Custom-houses andSiib-trtasuries, to put in operation the civil service rules, which will be substantially the same as those applied the New York Custom-house. The 7Vci editorially The account sent from Washington of the causes of Mr. Curtis' resignation from the Civil Service Board does not adequately explain thnt act. It is not presumable that Mr. Curtis resigned solely on account of the withdrawal of Mr.

Benedict's nomir.ation as Surveyor of this port, nn I tli appointment of Sir. Minnie. In this ease, the rules provided that if a nomination like that of Mr. Benedict bo not continued, the Presi font shall appoint at Lis own discretion. Mr.

Benedict's) nomination was not eonfiriued.and there was conclusive evidence that it ould not br The President sub hciicnt action vva therefore, according to tho rules. The Local Prohibition" bill, which has been ordered to a third reading by the As M'mbly of New York, submits the que-tion of the prohibition of the sale of liquor to a separate vote in each town and city on the Uh of next Noveiiilx r. In those cities and towns hich vote for lociil prohibition," the liquor trade is made illegal (with err tain exceptions) for one year, and until the Vote be reversed, and no vote can be again taken oti the question until a majority of the electors who voted nt the election establishing the rule shall petition to have the question reopened. Where "local prohibition" is adopted dealers are allowed to sell liquor for medicinal, mechanical, and saciainental list's," on giving bonds to observe tho restrictions imposed by the law, which are very strict. The White Star Lino is mostly owned by the great shipping house of Ninny, Imrie it of Liverpool, and very little, if any, of the stock is held in this country.

In naming the steamers of the line the nomenclature of the once-famous Collins lino was adopted, ami it has often been remarked as strange that names of such ill-omen as those of the unfortunate Collins steamers, whose history is fraught with disaster, should have 1cen adopted by the company. But the name of the Arctic, the terrible fab; of whose loss nearly twenty years ago is still well remembered, is omitted from the list of the White Star names. The names of the White Star steamers are Oceanic, Bepiiblie, Atlantic, Adriatic, Celtic, l.ritunnie, l.altie anil Iter-niauia It is slated that disaster has be fallen vessels bearing nearly every one of those names. Ik line has heen run ning but little over a vrar. It nt nee became the lavoi ite line of European travel lers.

The steamers are compared to great lloating liotels.and are all sonearly alike that description of one answers for all. The steamers each have four masts, and are the fastest that cross the Atlantic. The Adriatic last May made the fastest trip ever known, the time from (Juccnstown to New York having been seven days, sixteen hours and fifty-live minutes. The average passage of the steamers is nine days. Of late there had been several communications in the York paper! on the subject, complaining that on the (mats of the line too great attention was paid to show ntnl sfle nnd too Jittle to appliances for safety.
