JANUARY 13. 1887. NO. 255. MEDICAL.

PROCLAMATION, OREGON LEGISLATURE. FINANCIAL. PROFESSIONAL CARDS. tax levy has been reduced from h-i mills to the amount of the present levy. Within this time the asylum has been built and furnished the brick stockade about the prison has been built; four additional workshops and a large wing to the main penitentiary building have been erected large tracts for the use of the asylum and penitentiary have been purchased the assembly chamber and all of the halls and corridors, and the western approach and a portion of the eastern approach of the state capitol have been completed, and other minor improvements have been made, involving an exenditure of fully a quarter of a million of dollars.

The state will probably receive soon from the general government $351,000 on Indian war claims. The amounts received thuB far from swamp lands have been from first payments, leaving a balance due of from $800,000 to $1,000,000. There is in the common school fund agricultural college fund $99,015 15; University fund $78,171.49. 9 SWAMP LANDS. Reference is made to the action of the government agents appointed to designate swamp lands in not doing as re quired.

A careful scrutiny into the management of the swamp lands ia invited. PUBLIC BCILDING8. The amount of $75,000 was spent on the penitentiary improvement and the remainder of the appropriation of the last legislature on the state capitol. A strong-recommendation is made to complete the capitol building. The officers of the asylum are Superintendent, Dr.

S. E. Josephi first assistant, Dr. W. T.

Williamson second as Bistant, Dr. H. W. Cox. The average cost of maintenance of each patient per week has been $2 75.

Almost the entire cost of the new building has been saved from the former contract price of $5 per capita per week, since the removal of the patients from the asylum in East Portland in 1883. The wooden stockade around the prison has been replaced with a substantial brick stockade over 2800 feet in length, 162 feet high, and having an average thickness of two feet. The penitentiary has been lengthened on the north 80 feet 44 iron cells and 22 brick cells being added to the capacity of the prison. The improvements used up 4,000,000 brick. The new shops are 110 feet by 2472 fept in dimensions.

The senate then came in and the roll of the two bodies was called. Communication from secretary of state transmitting official returns of "the vote cast for gevernor at the recent general election was received. Weatherford moved to appoint two tellers, to assist in counting the vote adopted, and the president of the senate, who was in the chair, appointed Messrs. Hare and Mitchell. In this, my annual proclamation, 1 return my sincere thanks to the citizens of this com monwealth for the kind patronage they bestowed on me within the last year. I have just completed my annual inventory, and, after taking out my expenses and those of my Eastern trip, where I had the pleasure of visiting my old mends and relatives, and had a sufficient amount of all the good things in the land for myself and those dejiending upon me, I still find a nice balance in my favor, over and above all.

This gives me an assurance that the majority of the community in which we live are good judges of goods, and they know who gives the best bargains. And now, I again thank you for the past, and wish you a merry Christmas and a happy New ear. I shall be glad to present every little boy and girl with a nice handkerchief, who will visit us between Christmas and New Year's, race, or color, or previous condition of servitude, not excepted. I will again assure those who will favor me with their patronage, that I will give them greater bargains and a better quality and later styles of goods than I have heretofore done. I will give my customers the advantage of what I learned in Chicago and New York.

The principal merchants in those cities make every effort to p'ease their customers. In this particular, Oregon merchants are lacking, and up till now I was included. I will hereafter employ none who will misrepresent goods, or mistreat their customers, but only those who will use every effort to accommodate, and I will allow none to undersell us in any line of goods that we carry in stock. Friedman, who keeps a fair assortment of such articles as the majority of our eople use I will name a few of them.

The board of pardons was duly appoint ed in accordance with the act of the last legisfature, and has performed the functions for which it was organized. STATE UNIVERSITY. The State University is fairly prosper ous, mere has been an average attendance during the past year of 104 in the collegiate department and 44 in the pre paratory department.

The revenue ex ceeded the disbursements. The sum of $20,000 for an agricultural college has been raised bv the citizens of Corvallis as required by an act of the last legislature, and the new college building at Corvallis will be built. The common schools of the state are prosperous and rapidly increasing in strength and usefulness. The irreduci- able fund of the state now amounts to $1,059,409 01. an increase of $330,338 24 in the last four vears, and no trouble is experienced in keeping loaned all the money of the lund.

lhe schools lor mutes and blind are both in good condition. The former is under the efficient management, Rev. 1. S. Knight and wife, and the latter is under Rev.

D. B. Gray and wife. The orphans' homes, located at Salem and Portland, have each been remembered by the legislatures of the past. No taxpayer should begrudge them the pittance they receive.

As a result ol the organization of the state board of agriculture local societies in the interest of stock raising and agriculture are multiplying, and upon all sides are seen encouraging evidences of increased interest in their lines of industry. The state board of agriculture is. one of the organized agencies for the promotion of these interests. In accordance with authority conferred by the act of Feb. 25, 1S85, I appointed W.

Baker, of Portland, dairy com missioner, lie has proven nimselt a vigilant and efficient officer. The sale of oleomargarine has been projerly regu lated, and many abuses terminated. The state board of immigration ban proved itself an efficient agencv during the two years last past in inducing immigration to this state. It has been active in disseminating information, and in fur nishing immigrants upon their arrival. much necessary local information.

PILOTAGE The results following the building of the state pilot schooner are very great, as the presence of the schooner on the outside of the bar has compelled private tug owners to be ever on the alert for incom ing ships, and, there has been no delay in getting in over the Columbia river bar. vv ork on the Cascade locks has been Clatsop Klamath Clackamas Morrow Totals 2,727 24,199 27,901 Whole Tso. votes .54,827 Not certified. There being no objection, the vote was counted. Speaker Gregg in the announcement began to give the majority to Cornelius, but he was stopped amid much laughter.

Goodsell moved to appoint a committee of two to wait on the governor-elect and notify him of his election. Appointed (jroodsell and eatherford. The supreme judges were then also in vited within the bar and one of them was invited to administer the oath of office to the newly elected governor. Miller moved to appoint a committee of two to wait on Governor Moodv and inform him that the two bodies were in joint convention and ready to hear any message he might have to oner. Go-ernor Moody then appeared and read his message, a synopsis of which ap pears -elsewhere. At the conclusion oi uov. message, Cruet Justice v. lxmi ad ministered the oath of onice to Governor- elect Pennoyer, and the new governor's inaugural address was then delivered. The joint convention then adjourned.

II. C. R. 13, Mitchell, was passed by the house during the morning hour, which provided that the committee ap pointed to investigate the books of the state treasurer be instructed to count and report on the amount of school fund in the treasury now, and also to rr port the number of applications to borrow from this fund, and the number of applications rejected and the reasons therefor. lhe joint convention then dissolved.

The house then adjourned until 19 a. Jan. 13. SENATE. MORNING SESSION.

President called senate to order at 10:10. Roll call. Prayer by Rev. Dr. Hill, of Salem.

Durimr the reading of the journal Mr. Sliupe addressed the president and announce 1 that the hour for meeting the house in joint convention had arrived, and the senate proceeded to the hall of the After returning, the senate adjourned till 10 a. m. January 13. The inaugural exercises to-day were witnessed by a large number of people, both residents of Salem and from abroad.

Considerable time was consumed in canvassing the vote, but the two governors made their appearance in the hall of the house oi representatives at a little after 11 o'clock, and Governor Moody then delivered his last message. The length of this document precludes its entire publication, but below is given a svnopsis of it, which contains the prin cipal features of the message. FINANCES. The amount of money remaining in the state treasury 18S7, was $382,483 42, a better showing than ever before. The tax lew for 1885 was 3 1-10 mills and in 1886 1 19-20 mills.

Since mv assumption of the duties of the executive office the already too long delayed. The expense of clearing out this natural obstruction would be insignificant compared to the benefit to commerce resultant therefrom. The appropriation of $15,000 for the Pine creek wagon road I think was well spent. The Rogue river bridge has been constructed in accordance with the appro- Contlnued on page three.
