June 23 Michel Collin, 69, the defrocked French priest who proclaimed himself "Pope" in place of Paul VI, died here today. The ex-priest, who claimed that Christ in a vision appointed him Pope Clement XV, died after a self-imposed fast of 100 days.

Collin was ordained a priest in 1933 after studying theology in Lille, France. He proclaimed himself bishop in 1935 and founded the sect of "The Apostles of Infinite Love." THE CATHOLIC church defrocked Collin in 1951 for "propagating erroneous doctrines, making false revelations, for open revolt against the Vatican and for organizing superstitious meetings." Ten years later the ex-priest said Christ had appointed him Pope. Collin later went to Italy to espouse his cause, but was deported to France in 1969. His followers held several demonstrations at the Vatican in 1971. A disciple, "Cardinal Emmanuel" one of eight "cardinals" named by the ex-priest -said the mission of "Clement XV" would be pursued.

New hike in benefits due in July By Jack H. Gustafson Q. My father, who is 68, received an increase in his Social Security check earlier this year. He asked me about a second increase that he expects to receive, but he doesn't know when it goes into effect. Your help will be appreciated, because he really needs the money.

A. The second-part of a twostep increase in monthly Social Security benefits will be included in checks delivered in July. The overall increase will amount to 11 per cent for most persons receiving Social Security payments. A 7 per cent Social security increase was included in checks starting in April. The increase will enhance the financial security of about 30 million persons who get Social Security benefits.

If you receive Social Security checks, you don't have to do anything to get the higher payments. The increase will be added: automatically. STARTING IN July, average Social Security retirement payments will go from $161 to $181 a month. Average Social Security disability payments will go from $184 to $206 a month. Average survivor payments to a widowed mother with two children in her care will go from $418 to $435 8 month.

For 1974, the amount of yearly earnings subject to Social Security deductions has been increased from the first $10,800 to the first $13,200, but there is no increase in the contribution rate. Employers and will continue to pay 5.8 per cent each on covered earnings, and the rate for self-employed persons drops to 7.9 per cent. Body found in lake identified as N.
