Rybarczyk IMITATES LSD Winter Fuel Crisis The Rev. Anthony L. Rvbarciyk, C. USE IN MENTAL Deniedby Nixo A ide Tho they applauded Con-Con's local government article, the delegates urged action to give automatic home rule to cities and villages of less than 25,000 population, probably thru a constitutional amendment. Authorities say Mark Prager, 24, a medical student who spent a summer working with mental patients under the influence of LSD, has died from taking, a dose of the drug himself. Mrs.

Prager said her hus-' band worked one summer In Baltimore psychiatric hospital, where he assisted in studies on the effects of LSD on mental patients. She said he told her: Saturday that he wanted to experience the same feelings as the patients. She said he took an orange pill and told her to turn on some soft music ahd observe his reactions. An autopsy performed terday listed the cause of death as the "adverse effect to an illegal drug-LSD." to quotas on the East coast since 1966. Steps Taken by U.

S. He said the administration's efforts included allowing freer imports of natural gas liquids from Canada to the eastern U. allowing freer import of crude oil 'for processing into residual oil, and allowing importation of ethane, propane and butane from the Western Hemisphere. He said Texas and Louisiana had eased their production restrictions and the coal industry is heading for a record year. Lindsay's pleas for mare federal help were joined by D.

Bruce Mansfield, president of the Edison Electric Institute, a trade association for private power companies; and Alex Radin, general manager of the American Public Power Association. Radin, in testimony for afternoon delivery, said the administration's actions are "timid and promise small results at best." He said "the fuels situation is more critical now than at any time during the last 22 years get those powers immediately if the constitution is approved, but smaller municipalities must conduct a local referendum to obtain them. In a speech to the delegates, Ogilvie hailed the home rule proposal as a plan which will go a long way toward strengthening the hand of local government. "The new constituticn reverses a century-old doctrine that local governments are creatures of the states to be trusted only with those powers handed down on the whim of a paternal General Assembly," he said. "In its place, this document would establish a new doctrine of balanced home rule." Examples of Savings Citing examples of what the home rule plan would mean to municipalities, Ogilvie said: "This means Rockford will not have to come to Springfield if the city fathers decide to change the color of the flashing lights on police cars.

It means that Cook County would not have to wait for legislative approval to issue bonds for a doing enough to avert any foreseeable winter fuel crisis, White House economist Herbert Stein told Congress today. He said actions announced by the administration Sept. 29 "are judged to be sufficient to meet the fuel problem as we see it now," and added that more would be done if needed. His testimony before a House small business subcommittee conflicted with that of New York Mayor John V. Lindsay and spokesmen for the nation's public and private power companies who asked more federal help to assure an adequate winter supply of oil, coal, gas and electricity.

Warns of Rationing Lindsay said the entire East coast faces the possibility of winter fuel rationing because of what he called an artificial shortage created at least in part by federal limits on imported oil, production rationing by Texas and Louisiana and actions of fuel producers themselves. But Stein, a member of the President's Council of Economic Advisers, said causes include an unexpected shortage of natural gas and nuclear power and a rse in worldwide demand for residual fuel oil, the heavy type of oil burned by utilities. Stein said Lindsay was incorrect in blaming oil import quotas for rising prices of oil, since the greatest rises have been in the cost of residual fuel oil, which has not been subject School Aide to Speak at Police Workshop Dr. George W.
