SE2UBLICAN NATIONAL CONVENTION LINCOLN COUNTY As an evidence of tho fraud and corruption Nrliicli has permeated every department of tho country lately we cite the present condition of Lincoln one of the counties in the Eastern portion of the State The county is bankrupt Its debt has accumulated until it has reached nearly a half million of dollars It has no longer a county government worthy of he name Its prison doors have been thrown open and the prisoners permitted to enjoy thefresh air Its indigent sick and county paupers are now supported from money contributed by private philanthropists Its county officers are legislated out of office by the force of circumstances The Board of Commissioners have decided not to levy any State or county faxes this year and will soon retire from office Until within a day or two wo have pitied Lincoln 'county peo ple If half of what has been related to us is true the county is ho object of compassion We have been told that in the administration of affairs out there highway robbery has been per petrated for years Bor instance in the building of their court house the contract price was about S13 ODD The Commissioners allowed extras to the amount furnish the Government bullion to the amount of in the next eighteen months Suggestions for the Centennial Year John Bagley the efficient Governor of Michigan has addressed an unofficial letter of advice to the people of his State In his letter he says: The history' of the United States is not taught in five thousand of the six thousand schools in the State It occurs to mo that this is not the way to insure good citizenship in the future If our children are thus educated or uneducated we shall Iy and by become a nation of doubt ers and croakers I hope the parents and children the school officers and school teachers of the State will see to it that this ba changed at once If from the inspiration of tho time this single reform be secured the Centennial will prove a blessing On Saturday the 15th day of April next I urge upon every citizen of this State who owns a piece of ground whether it be large or small whether in city or country town or village to plant a tree that our chil dren and our children's children may know and remember as the tree planted by patriotic hands in tho first centennial year of the Republic In I a country of land owners where the poorest man may if he will own the ground he stands on this seems a most appropriate memorial act and I earnestly hope our people will heartily unite in adopting this sug gestion I am well awaro that these are per haps only external show but will they not bespeak an inward glow of patriotic impulse and may they not set in motion in the plastic minds of our youth and perchance of elder folk a current of patriotism and March 22 Statements telegraphed from Chi cago purporting to emanate from Special Agent Phillips concerning tho whisky frauds on this coast con tinue to attract attention The re cent indictment of Mappa formerly Deputy Revenue Collector at Los Angeles is supposed to bo a hard blow to parties endeavoring to break up the fraudulent system prevailing as ho bad been relied upon as an im portant witness by Phillips The in dictment of Mappa was evidently instigated by tho ring as the offense on his part is purely technical The Chronicle offers an explanation this morning of the grounds of com plaint against him but it is not al together full or accurate It seems Mappa ran short of stamps and under instructions from superior officers issued receipts on himself there In taking up the receipts and issuing stamps when the latter came to hand he closed his accounts up on being removed and turned ovei' the stamps in his possession It as then dis covered that through some inadver tence some of his receipts had not been taken up which being brought to his attention he promptly made the account good and the business was satisfactorily settled The pres ent indictment was grounded on the discovery of one additional case of some kind the amount involved be ing five dollars only re moval from office was merely to givo place to a friend of a prominent Cali fornia politician and not from any dissatisfaction with the discharge of his duties An evident attempt at defrauding the Customs has been discovered in which twenty nine cases of opium and ten cases of silk received by the steamer Alaska from China last De cember were supposed to ive been transferred on board the steamer Colorado for Panama and filed in the Custom House but were in reality retained in this city for shipment to tho interior Attention in the first instance was called to the matter by discovery of the pack ages silks in question in tho Ori ental warehouse where they had been stored by some blunder of par ties to swindle Special Treasury Agent Mills is of the opinion that the practice prevails td a considerable ex tent nutter has been' referred to the Washington authorities New York Republican State Conven tion Syracuse March 22 A Cornell Chairman of the State Central Committee called the Republican State Convention to order to day in Wieting Hall Cornell in his speech said that for the first time in sixteen years the choice of a Presidential candidate is open to discussion No distinct public senti ment points to a candidate whose nomination is conceded George II Haskins was chosen temporary Chair man with the usual number of Sec retaries A long discussion took place on the question whether the rules of the Senate or Assembly should govern the convention Geo William Curtis advocated tho adop tion of the Senate rules arguing that if the Assembly rules are adopt ed it will be in the power of the gen tlemen reporting resolutions to the convention to move the previous question and thus ent off debate on tne critical question to bo decided by the convention Tho present candi date named here we know is to bo the platform and he urged that those who desired to have the voice of New York nntrammeled in any way should on this vital and original proposition take such steps ai shall insure freedom of debate Nomination Laid Over for urther Action Washington March 22 In executive session of Senate to day the nomination of Dana with the averse report therein came up in the regular order of business but was laid over for further action No date was assigned for its further con siderating but it will probably be acted on in a few days (Jeneral ft(b' nfk and Caleb Marwh The mines in Bullion District are looking fine and large quantities of ore have been taken out of them and placed in convenient dumps prepar atory to being shipped later in the Spring Many other mining dis tricts surrounding Battle Mountain are looking up and lively times are expected in theso localities the com ing season The Knickerbocker Mining Com pany has increased its capital stock to 100000 shares being four and a half of the new for one of the old Tim new stock will bo ready" in a few days The ore production at the Consoli dated Virginia niino last week was 5000 tons A bullion shipment of was made last Saturday making a totalof on March account Complaint is made of an increase of water in this mine and also in tho California mine but the pump facilities are equal to the emergency The Carson Mint Trade Dollar In the Call a couple of days ago a telegram appeared from Washington stating that Trade dollars minted by the Government at Carson Nevada have been 'found deficient in the proper weigh by from one to two cents each coin urther that Trade dollars shipped to China have been returned to Wells argo Co There is something erroneous in the telegram as far as tho express firm named is concerned A Call report er ascertained from Mr Valentine the Manager that Wells argo Co never shipped treasure of any description to China All shipments are made by" the Pacific Mail Com pany on account of customers We have also the assurance that the bank ing firms know nothing of the light weight coin and are as much taken by surprise at the revelation as the general public It is estimated that on the average amount of coinage in progress at the Carson Mint the bul lion gain by deficient weight is about per day The blame has been assigned to faulty machinery in association frith negligence 5 A' Call or Congress Tho San rancis co Chronicle learns that Gen John Kittrell will be Democratic candi date for Congress This is news in deed but we scarcely believe there is anything in it Mr Kittrell oc cupies a proud position and we should judge a more lucrative one than any other State officer more over he has so far made a good record and it does not appear likely that he would sacrilico his position when he must know that defeat would be certain should he even
