MILLER Bad Drivers Are Target Of Atew Law TOPEEA new "financial responsibility" law becomes effec live Jan. 1 with an expressed leg' islative 'aim of, eliminating "the reckless and irresponsible driver from the highways." It wilt take away the right to drive and to register a vehicle from drivers who have been in accidents unless they can show ability to pay possible damage claims. This applies to drivers involved in any traffic accident causing death, personal injury or damage in excess of $100 to any person's property. Unless a driver involved in such an accident can show he is carrying sufficient liability or can post other proof of ability to meet claims up to $11,000, his driving license and vehicle'regis' tratiori will automatically be sus pended.

Under old law there was no suspension of driving and vehicle licenses until a driver failed to satisfy a court judgment in a lawsuit, growing out of an accident. A. separate statute which remains in effect requires any driver involved in an accident resulting death, injury or property damage of $50 or more to file a written report, of the accident with the State Motor Vehicle Department within 24 These reports will be reviewed by the department's financial re sponsibility section to determine how much security a driver must post to meet possible damage claims in any given accident. Henry Daniels chief of the financial responsibility section, estimated his staff will have to be more than doubled to handle work imposed under the new law. He said 12 employes have been required for administration of the Chas.

Of'course, Queet TsU, or Smokey Joe as bis friends call him, is a very special wooden Indian who can move his arms, legs and-head. He was created Frank Polk, wood sculptor extraordinary. Smokey Joe was carved lifesize a couple of years ago for Nick Jackson, owner of a silver 'shop here'and a close friend of Polk. Clad in red' shirt and faded Levis, he' is so life-like that customers sometimes talk to him. Holiday Fun before Christmas, Nick decided to have a little fun.

He put a flask in Smokey's hand and propped him against the front of the shop out on the sidewalk. To the huge. enjoyment of those watching inside; a Reno patrolman passed by, spotted-the bottle and reached over to get that 'drunken Indian" out of there. It wasn't until he grasped the wooden shoulder that the policeman discovered it was just a carving. Polk, Smokey Joe's creator, is an ex-cowboy whittler who is being hailed by artists and cowhands alike in this Nevada high country as the "Charley Russell" of Western wood sculptors.

He is a modest guy who bar reached the top despite an eight-year bout with John Barleycorn and many years of wandering. Although, his work, toad sold as high as $850 for a piece in New York and he generally has more work ordered than he can get done, he still takes time out to wonder, now and then, hi a soft-voiced, stutter, if maybe he might not be a better artist if he had studied more and spent less time "whooping it up" around the West in his younger years'.
