Rose died tricts and local governments to cover current expenses pending the collection of taxes. Over the last 10 years, issuance of tax bills has been late half of the time, with a two-months delay in two years. Political observers always have contended that tax bills can be expected to be late in years in which the normal payment deadlines fall close to election. Just Before Election This year, for instance, if the deadlines were to be met, all of the Chicago tax bills would be in the hands of taxpayers by March 31, only a week before the mayoral election on April 6. The Tribune inquiry also disclosed -that the State Revenue Department is at least one month behind schedule in computing its assessment of approximately $280 million in capital stock in Chicago and Cook County.

In the County Building, the assessor's office was reported to be about two months behind in completing assessment volumes on real estate and personal property. In turn, the Board of assessment Appeals has disposed of assessment cases for only 10 of the 38 townships in the county. All work by the assessor's office, the Board of Appeals and the State Revenue Department must be completed before tax rates can be figured and tax bills prepared. Monday in Henrotin Hospital.
