Chicago Tribune, Tuesday, January 25, 1977 Section 1 MANOS JARAS 7 "-'T TARXA PETERSON GIANQUINTO CUSACK' Llla M. Liio M. 'QiH'idlls'Ford's'bid to hit gasoline curbs By' Robert Young stead, he Intends these controls as to conduct a review of an integral part of the Chicago Tribune Press Unlet WASHINGTON-President Carter M6rK day killed the Ford administration's controversial proposal to remove price: controls from gasoline, saying "hastily' considered action" on deregulation: might lead to serious problems. White House sources said Democratic congressional leaders had informed Car-, ter that strong opposition to lifting gasoline price ceilings was building up on, Capitol Hill. Carter instructed the Federal Energy, Administration to notify the Senate and House.it was withdrawing the decontrol proposal President Gerald Ford submit--ted to Congress last Wednesday, one day, before he left office.

IF NOT DISAPPROVED by either the Senate or House within 15 days, decontrol would have become effective March "President Carter does not by this withdrawal Intend to imply any position on the ultimate merits or demerits of gasoline decontrol," said a statement from the office of James Schlesinger, Carter's White House energy chief. "In- development of an overall energy pOli-Cy." -IS'. the' Ford 'administration contended that with gasoline output and reserve supplies at high levels, controls and related government red tape were unnecessary and counterproductive. OFFICIALS ARGUED that normal market forces were keeping prices below ceilings, arid there would be no upsurge if controls were removed Schlesinger's statement said, however, that Carter wants to examine this contention. "The administration recognizes that there are significant problems with the existing control mechanism, but believes that a hastily considered action removing such controls might create far more serious problems," tie announcement said.

Carter was quoted as saying that by ordering decontrol held In abeyance, he hoped the issue of deregulating gasoline "can be examined under circumstances more conducive to careful consideration of the Implications of an end to such controls."
