4 Rated Effective Among 49 effectiveness claims for the cold remedies evaluated, the academy's Research Council judged four as effective, eight ineffective as fixed combinations, five effective with reservations, 15 possibly effective and 13 probably effective. Rated effective without reservation were Isophrin nose drops for nasal congestion; Fedrazil for hay. fever; and Chlorephrine Nyscaps for hay fever nasal congestion and as a time release capsule. At the request of the Food and Drug Administration, the Academy of Sciences studied 420 OTC drugs as part of an effectiveness review of about 3,000 prescription drugs. May Meet Again He was referring to an International Chess Federation decision to postpone the match when Fischer did not show in time for the opening game. The Russian Chess Federation said the postponement violated the international group's own rules. The two may meet again once before Tuesday.

Match officials would like both to inspect the facilities together. Fischer moved yesterday from his house in Reykjavik where he had been staying behind drawn curtains since he arrived Tuesday. He moved into the presidential suite at the Loftleidir hotel, the biggest and plushest in town. Spassky, who has led a relatively normal life in his hotel, played tennis and went swiin-ming today. reject Tanaka's offer of minor secondary seats in the Cabinet. Tanaka appointed his Cabinet this morning shortly after the Japanese Diet, controlled by the L. D. overwhelmingly elected him prime minister by a vote of 292 to 86 for his nearest opponent. The real contest for national leadership, however, was decided Wednesday at the L.

D. P. convention. Tanaka soundly defeated Fukuda at that time on the basis of votes switched over from Ohira and Miki and became party leader. Naknsone Pledged Votes A third contender for national power, Yasuhiro Nakasohe, had withdrawn from the race two weeks in advance.

Naka-sone pledged his votes to Tanaka. He was rewarded today with the powerful position of minister of international trade and industry. Nakasone succeeds Tanaka in that post. Like Okira and Miki, Nakasone has strongly favored relations with China. He also was expected to contunue Japan's policies of strong tariff and quota protection against imports from foreign countries, notably the United States.

Hfeits Change in Ties Immediately after his appointment as foreign minister, Ohira delicately indicated his hope for neutralizing Japan's pro-American foreign policy without unduly endangering its vast export trade to the United States. Ohira indicated at a press conference this evening that the new government would continue to insist on some of its ties with the Nationalist Chinese on Taiwan even if it withdrew diplomatic recogni tion from Taiwan in favor of Peking. Miki, who was appointed minister of state, said Japan's main problem, was "to pull to recover from an economic lull" in which exports have not risen quite as rapidly over the last three months as they did in the first quarter of the year. REYKJAVIK, Iceland, July 7 UPI Boris Spassky dropped his demand that Bobby Fischer forfeit the first game of their chess match in return for Fischer's agreement to postpone the game until Tues-d a United States chess sources said today. The compromise was worked out in a backstage room of Reykjavik's main sports hall last night, the sources said.

They said this occurred a few minutes before the American challenger and the world champion from Russia appeared on stage to draw lots for the first move. The 24-game, $250,000 match originally was scheduled to begin last Sunday, but was delayed by Fischer's failure to show up and the Russians' demands that he be punished. One of Conditions "One of our conditions to play this match at all was that the Russians give up their demand for the first match point," said Fred Cramer, a vice president of the U. S. Chess Federation.

Cramer said minor obstacles might still crop up before the first game, "but nothing seri Henry County sheriff in more than 100 years. The FDA has begun a three-year project to develop standards for 26 classes of OTCs on the market, estimated to range between 100,000 and 500,000. When the standards have been completed, the FDA said, the government may require revision of claims, changes in formulas or promotion, or removal of some OTCs from the market. Pine Grove may have been dead for almost two weeks when a janitor found her lying nearly naked in bed, a pillow over her face, a drapery cord around her neck, and 10 stab wounds in the chest, police said. An all-points bulletin was released yesterday to find Miss Cooper's late model car, which Sgt. Joseph Di Leonardi of the Damen Avenue Homicide Unit believes the killer stole.

The car is a white over blue Dodge Charger with Illinois plates, 873411, and a city sticker. Homicide detectives said Miss Cooper was last seen June 26 walking in Pine Grove Avenue with a man police are now seeking. He was described as about 30 years old, 180 pounds, 6 feet tall, and wearing mod clothes. The victim had been in Chicago only a year and taught at various inner-city elementary schools as a substitute. She was an attractive woman who occasionally worked free-lance modeling jobs, said Mrs.

Mary Hudson, her sister, who lives in Fortvllle, Ind. "She was very concerned about minority groups and wanted to teach poor children," said Mrs. Hudson. "Barb was waiting to hear from the Peace Corps and was working as a waitress while she attended Northwestern University." Before receiving a master's degree last spring in educational television from Northwestern, Miss Cooper had taught school in Milwaukee for five years. Her parents live in Fortville, a suburb of Indianapolis, where her stepfather, Richard Anderson, is an electrician.

Her mother is Mrs. Harriet Anderson. She is also survived by three brothers. A janitor in the apartment building where Miss Cooper lived said the young woman often took men into her apartment, but there had never been any trouble. She lived alone in a modest one-bedroom apartment.

Sgt. Di Leonardi said It appeared the killer was allowed to enter Miss Cooper's apartment. There was no evidence of forced entry. However, police did find furnishings flung around the bedroom and believed she probably struggled with her assailant. After the convention disorders of 1968, Walker wrote a report in which he placed the blame on the Chicago Police Department. He termed the disorders a "police riot." Calls Views Abhorrent "His views are abhorrent to every law enforcement oifficer in Illinois," Tyrrell said at a news conference in the Bis marck Hotel. "They betray an utter lack of understanding of when and how to exercise leadership in the prevention of lawlessness." In 1970, Tyrrell became the first Democrat elected to Mc- program.
