If the sacrifices of the American -people over th'e last 12 years had been accompanied by a strong policy on the part of those entrusted with handling international relations, efforts of the taxpayers would have paid good dividends in our own security and that of the threatened free world.

But, unfortunately, our political leadership has been so impressed by the facility with which it seemed to be able to use dollars as a palliative against our enemies that it believed nothing else was necessary. During our aid program domestic communism became limited especially in Western Europe where at one time in the late 40s it appeared that the Moscow tools might dominate the political scene and take over. It happens, however, that dollars alone are not sufficient to create a permanent climate against the determined efforts of international communism. These manifest themselves in a multitude of forms on some of which our jingling fire extinguisher does not work. One of these forms is the story told in many ways and languages that America is corroded and powerless.

Some Actions Kurd To K.vplain The big lie told continuously does affect eventually listeners who are convinced of the truism that there is no smoke without fire. And our government in various ways tends to confirm the story that America is afraid by its inability to resist the Russian demands for futile conferences and by lack of retaliation against the crimes international communism perpetrates right under our noses. It is hard to explain to the remaining family of free nations why we merely launched words instead of breaking off relations with the Russians when they massacred thousands of Hungarians only three years ago. And it is equally difficult to explain to the satisfaction of the government and peoples of those nations why we are so eagfr to yield to all the pressures of the Kremlin after going through the motions of firsl rejecting them. The Red dictator created a crisis last November for only one drag the unwilling president of the United States to a summit meeting.

There was nothing further from the mind of Mr. Eisenhower before and even for a ittle time after the new Berlin crisis broke than to attend another meeting with Mr. Khrushchev. His josition since the end of the la- nentable first summit meeting was oudly applauded by most of our particularly those in the Vliddle and Far East who feel more the Western Europeans the lot breath of international communism on their necks. Then pressures were brought on him, especially by Britain, which is keen on such summit gatherings for domestic political reasons and also 'or commercial and economic purposes.
