in Viet Nam, age 21, dearly Washington, March 1 Ramsey Clark, attorney general designate, disclosed today that the justice department may ask Congress to enact regulation of the sale of master keys to curb auto thefts. Clark, whose nomination as attorney general was announced yesterday by President Johnson, made the disclosure in a speech to a convention Attorneys General The speech, which marked the opening of a national auto theft prevention campaign, was read to a luncheon audience because Clark was attending a cabinet meeting. The campaign, sponsored by 19 national civic and business organizations, is being co-ordinated by the justice department's criminal division. Two years ago Troike received a $75,000 appropriation as it should.
