Vance Hartke The plan would provide a mile of public beaches in the Indiana dunes area.

Hartke said he hopes the beach will be available for public use by next summer. Would Retain Land Inland Steel, while handing over the beach to local government authorities for public use, would retain the greater part of its land there for industrial development. Hartke, who is up for elec tion this year, will be in Gary today to address Lake county Democratic women at a lunch eon in the Hotel Gary. Later, he will confer with Orvil Kin-caid, subdistrict director of the United Steelworkers union, and other union officials, and with Mayor A. Martin Katz.

Unions Oppose Port Union leaders and many Democratic leaders of Lake county have been opposed to the development of a deep wa ter port at Burns ditch, a project that has had the enthusias tic support of Indiana's Gov, Matthew Welsh, a Democrat. Hartke reportedly hopes to win them over to his plan, which he said "offers an ex cellent opportunity for industrial expansion, the preserva tion of historic dunes, and a vast area for recreation."
