A destroyer has been to return Venizelos to Athens from the island of Spetsai, where he is reported to be on a hunting trip with Dwight Griswold, head of the American mission to aid Ladas was considered to have been one of the strongest members of the Greek government. Ladas violently disagreed with members of his own party on questions of economic preference. One of the most influential members of the Liberal party fought against him within the party ranks because Ladas would not countenance use of his office for political purposes.

Respected By Opposition Ladas keen legal mind and sense of responsibility earned him the respect of even the royalist opposition. While other Liberal party members of the government have been under attack by the opposition press, there was no challenge of Ladas. Next to Premier Themistokles Sophoulis, be was the strongest man when showdowns came in Liberal party councils. He fought aggressively for redress to owners of real estate who were forced to sell during the occupation. This attitude incurred the wrath of his own party members.

Colombia, May 2-The ninth inter-American' conference ended officially this afternoon with the signing of the Bogota economic convention and final minutes as the remaining United States delegates started for home. Assistant State Secretary Norman Armour, former Ambassador William D. Pawley. and Paul C. Daniels, director of the office of American republics affairs, signed the treaty before this afternoon's session. Owing to the delicate nature of the discussions involving the pact the committee agreed to give all the nations until May 10 to submit to the conference secretariat their observations on the minutes of all the meetings of the economic committee.

"Right To Revolt' The United States Declaration of Independence was cited by several delegates to justify a Cuban proposal to legalize revolutions in the western hemisphere. The proposal was carried to the floor at the final plenary session and deadlocked in a 10 to 10 vote. With one republic abstaining. The major argument, presented by Oscar Ganz Martinez. Cuban ambassador to Argentina, who replaced Ambassador Aguillermo Belt, was that America abhors tyranny and oppression.

He cited the preamble to the Declaration of Independence which affirmed the right to rebel against British tyranny and oppression. The argument carried little weight with some of the delegates who interpreted the original language of the Cuban proposal variously as declarations of violence," "consecration of the instrumentation of revolutionary movement," and a "consecration of anarchy." Aimed At Dictatorships The Cuban proposal was aimed at Latin American dictatorships and strangely enough Honduras and the Dominican Republic voted for it. Foreign Minister Antonio Parr a Velasco of Ecuador also cited the rebellion of the 13 American colonies against England as justification for inclusion of the Cuban proposal the declaration of human rights adopted here. The original Cuban proposal was unacceptable to a majority of the nations including Mexico, Venezuela, and Panama. It read: "Every person has the right to resistance when he is denied rights." Mexican Foreign Minister Jaime Torres Bodet suggested a revision which was accepted by Ganz as the final phraseology.

This read: "The right to resistance against ostensible acts of tyranny and oppression is recognized." How Nations Lined Up Of the nations which voted for the Cuban proposal, five have had revolutions in the last 10 years. They are Costa Rica, Ecuador, Guatemala, Panama, and Venezuela. Mexico, Cuba, and Uruguay have enjoyed comparative political calm. Two dictatorships, Honduras and the Dominican Republic, have maintained internal peace thru strong arm methods. Seven of the nations.

which opposed the Cuban move have experienced either revolutions or palace coups in the last decade. They are Argentina, Bolivia, Brazil, Colombia, Haiti, Nicaragua, and Paraguay. Chile, Peru, and the United States have not.
