Part 2 Page 8. A CITES EXAMPLE OF EVILS UNDER ADOPTION LAWS Director Points to Lack of Protection. Illinois adoption laws are inadequate because they lack a provision for requiring a thoro investigation of both the adopting family and the real parents. Mabbett K. Rock-ord, director of the Illinois Children's Home and Aid society, charged yesterday.

To support his criticism, Keckord recalled County court records showing that the siain John M. Bolton, gambler, Capone gang bootlegger and Democratic politician, and his wife, Marie, had been permitted to adopt a boy, 17 months old, and a girl. 6 months, on May 17. 10.15. Fourteen months later Bolton, then a state representative in the 2d district, was assassinated because, police said, he was attempting to "muscle in" on a west side gambling syndicate.

However, under the present adoption laws, Reckord contended the Boltons were considered "reputable persons and fit and proper parents." Other Abuses I.ltcil. "In recommending a tightening of Ihe law, including a provision that only licensed agencies be granted power to place children in foster homes, Reckord cited other abuses which have been discovered under the present laws. A child was placed in a foster home at birth by an unlicensed agency. Within a few months it began to develop negroid features and investigation proved that the real father was a Negro, altho the mother was white. Investigation oJE a baby claimed for adoption showed that it was the result of an incestuous relationship between a brother and a sister.

Upon examination the baby was found to be mentally subnormal. A man was allowed to adopt a child from a maternity hospital altho he previously abandoned three cf his own children and left them to the care of the state. The adoption occurred after a second marriage. Requires Special Care. A couple adopted a child from a maternity home without requiring investigation of the infant's real parents.

The child proved to he subnormal physically and mentally and always will require special care. A child placed by a doctor with a childless couple proved to be subnormal to an extent that would always require institution care. The abnormality did not become apparent for some time after the adoption. These are only a few of the many examples of adoption evils that are allowed to occur under present laws." Reckford said. Our laws do rot hinder an adoption racket in the least and do not offer protection to either the foster parents or the Infant." PLASMA QUOTA SHORT BY 1,100 NEEDED PINTS Failure to make appointments to donate blood to the Red Cross blood bank is seriously impeding the flow of plasma to the war fronts at a time when such need is greatest, Ralph A.

Baler, director of Chicago Blood Donors service, said yesterday. It is when our army and navy fighters score their biggest victories that the need for plasma is the greatest," he emphasized, but it seems good news lulls the public into a false sense of security and a general letdown results." I ail to Fill Order. In the week ended July 15 the Chicago area was short 300 pints of blood and last week 800 pints short of the 5,000 a week quota. Baier explained that in reality a quota is an order placed by the army and navy and not just a goal. In this respect Chicago failed to fill an order placed by the war department by 1,100 pints of blood," the director said.

The ebb end flow of the battle-front is reflected on the home front all over the nation, Baier said. Following D-day Americans thruout the country volunteered to give their blood to save the lives of wounded Americans, but since then donations have lagged. 20 Fail to Show Up. Twenty per cent of those who sign up to donate blood fail to show up, Baier suys. In addition to the skipped appointments there is a drop in the number of volunteers.

Invasion and victories have greatly increased the need for plasma," Baier said, and Chicago ans should realize the vital part they can play in saving lives." The Blood Donors service is located at 5 N. Wabash av. and the telephone is Wabash 7850. ARMY ENGINEERS SPEED WAR PACE WITH MACHINER Only thru widest possible use of power machinery has the United States army been able to fight a mechanical war at the speed required to overcome its enemies. Numerous examples of this machinery and how it is used are to be seen in the "Weapons of War" show In Burnham park, which closes tomorrow night.

The show is free to the public and will be open from noon to 11 p. m. today and tomorrow. The corps of engineers is called upon to provide many facilities without which the army could not operate. Many of the engineering items on display at the war show have been adapted from civilian use, with a few gadgets added to widen the scope of operation or permit several operations with one machine.

Typical of these is the 21 ton beach tractor, a bulldozer with winch and crane added that can do the work of 500 men. This machine grew out of a similar device built in a Milwaukee blacksmith shop to expedite filling the municipal dump. From the German army the United States copied and improved a power saw, driven by an air cooled gasoline engine. The cutting element is similar to a bicycle chain with teeth added and it can be used either to fell trees or saw timber. quished the post in 1940.

He served as a second lieutenant with the United States volunteers in the Philippines in 1898 and 1899, and saw action in World War I. as assistant chief of staff of the 7th division. He was called to active service again in March of 1941, and directed the army electronics training school at Harvard until he was recently retired. He had since been retained on the Harvard faculty. He was the author of several books and papers on astronomy, principally on the double stars, stellar parallax, and solar physics.
