Richard J. Daley Chicago to set up a system of preadjudication of tax levies is on passage stage in the house of representatives tomorrow. The measure, which passed the senate, 46 to 0, is designed to circumvent constitutional objections raised against previous attempts to preadjucicate taxes in Cook county. Sen. Daley has said that enactment of the measure into law will provide the little taxpayer with a means of adjusting unfair levies.

The bill would require that the entire levy be tested in court before tax bills are made ouL Also up for passage in the house is the bill which would repeal the judges pension act. On passage stage in the senate are three bills sponsored by Senators Thomas P. Gunning Princeton and Thomas E.
