REPAIR HINGES ON MAN POWER Commissioner Lloyd M. Johnson of the department streets and electricity yesterday that the annual spring street repair program will be started in another week or 10 days. If men can be found, the street repair crews will be increased from the three now at work to 12 or 20, with six men to each, he said The streets are in very poor condition" after the worst winter in the memory of members of the street department, Johnson said. In tho last two years, because of man power shortages and government restrictions on the use of many materials, the city has done only about 10 per cent of its normal reconstruction work on the 700 miles of important arterial streets, he said. 'BORROWED9 RIDE PLAN PUTS HIM ON PROBATION Jean 21, who solved his transportation problem by borrow- ing otner peoples trucks, was placed on probation for a year by Judge Charles Dougherty in Munlct pal court Connor, who lives at 3337 N.
