With 98.5 percent of the precincts reporting in that race, Ms. Richards received 2,274,556 votes, or 91.62 percent, compared with 217,102, or 8.37 percent, for Reid. Ms. Richards, 53, became treasurer after winning the Job in 1982, her first bid for statewide office.

A native of Waco and a 1954 graduate of Baylor University, Ms. Richards twice had been elected a Travis County commissioner' before seeking the treasurer's post. Among other accomplishments, she has been inducted into the Texas Women's Hall of Fame and served on President Jimmy Carter's advisory committee on women in 1979. Ms. Richards first won the post after forcing the incumbent treasurer, Warren Harding, into a runoff in the 1982 Democratic, primary.

Harding then withdrew. Ms. Richards has campaigned by detailing improvements she' said she has made in the office. She said her office earned an additional $117 million in income for state by increasing incumbents, George Deukmejian and James elections for governors, senators and congressmen should be considered together. "Overall, you can say this was a Democratic day," he said.

"No one ever said we were going to win governors." Among the Democratic victories Tuesday were nine in which popular incumbents like New York's Mario Cuomo and Massachusetts' Mike Dukakis swept to victory. Fifteen of the open seats belonged to the Democrats, while Republicans had only four vacancies. The GOP won in 17 states, grabbing control of eight vacant Democratic seats and defeating incumbents in Texas and Wisconsin, two states where economic issues were a factor. The GOP made impressive inroads in the West and the South, electing Guy Hunt as the first Republican governor of Alabama since Reconstruction; Rep. Carroll Campbell in South Carolina; Bob Martinez in Florida; Harry Bellmon in Oklahoma; Garrey Car-ruthers in New Mexico; Evan Meacham in Arizona, and Mike Hayden in Kansas.

All were open seats previously held by Democrats. Martinez, Democrat-turned-Republican and a former mayor of Tampa, is Florida's By The Associated Press Republicans, stripped of their majority in the Senate, found solace in the nation's gubernatorial elections where they netted at least eight new seats.
