In the past, Canterbury's uncertain future meant its staff made decisions geared toward quick results. The tax relief means they can shift toward long-term thinking; for example, spending more funds to educate bettors. The track also plans capital improvements and other changes it had put on hold. The new law is expected to help the state's horse industry, which was decimated by the track's closing in 1992. Clyde Fuhrer, executive secretary of the Minnesota Horsemen's Benevolent and Protective Association, said the tax break will help Canterbury attract more quality stables and has created confidence on the backside.

Dana Doherty, executive director of the Minnesota Thoroughbred Association, said it also should boost the state's breeding industry. "When the track closed, many people moved their horses, places like Texas, Illinois and Oklahoma," Doherty said. "The tax break will allow Canterbury to make a profit and assures that people will have a place to race their horses. That should motivate Minnesota breeders to return their stock to Minnesota." Sampson hasn't changed his mind about the continuing need for additional revenue. He said Canterbury officials will try again in 1998 to get off-track betting a proposal that was narrowly defeated in a statewide referendum in 1994.

The track also could revive the card club, proposal in the future. "This doesn't solve the problem, but it gives us a three- to five-year time frame," Sampson said. Puckett visited Dr. Bert Glaser in Baltimore on Tuesday. Glaser told Twins physician Dr.

Leonard Mi-chienzi that Puckett's vision in his right eye, for weeks measured at 20100, is now better than that, although he is not yet able to read at a 2080 level. "He's seeing the best he's been able to see right now," Michienzi said. "He's headed in the right direction. Glaser is happy with the results." Puckett underwent laser surgery for what Glaser has described as an early form of glaucoma on April 17. "There are no plans for further surgery," Michienzi said.

Michienzi said he hopes. Puckett can play again this season. "I think that's the idea," Michienzi said. "The is he'll play this season. If he takes longer than that, he takes longer than that."
