She's resigning to take a high-profile Job with the University of Minnesota. GARDEBRING from Al Carlson may name successor to her as early as next week "It is a cloistered life. Our job is analytic and research-oriented and cerebral and intellectual," she said in her chambers Friday. "I miss being out in public life, of being in contact with people and being in the problem-solving business. It's just kind of lonesome," she said of life as one of seven members of the state's highest court.

In her new post, Gardebring will earn about $150,000 annually and report directly to university President Mark Yudof. Her current salary is $103,079 a year. Yudof on Friday said she was "virtually the perfect candidate" for the job. He said she got "rave reviews" for her job in managing state agencies under Perpich, has good interpersonal skills and a "tremendous record" on the court. "She seemed to me to have it all," Yudof said.

"She is intimately familiar with Minnesota and the different constituent groups. That's important to me. I'm still a carpetbagger in a way." Up for reelection Gardebring would have had to run for reelection this year, along with Associate Justice Alan Page. "Absent this opportunity, I would be up at the Bar Association meeting, shaking hands or kissing lawyers' babies, or whatever you have to do," she said. In a statement, Gov.

Arne Carlson said he accepted Gardening's resignation "with sadness." He called her "a dedicated, highly regarded member of the Supreme Court. She has long been torn between her love of public policy and the law. She served both well." Said Chief Justice Kathleen Blatz: "She's very hard-working, very bright and cared very much about the law as well as each individual case." The governor is expected to name a replacement as early as next week, said Jackie Renner, his press secretary. With that replacement, who will stand for election in 2000, Carlson will have named six of the court's seven justices. Page, the former Minnesota Viking football star, was elected to the court in 1992, an uncommon way to initially get on the court.

In most cases, the justices are appointed by governors who fill vacancies caused by resignation, death or mandatory retirement. The trend is viewed by some as an institutional distrust of voters to pick, initially, who would make the best justices. Once a person is appointed, it's rare that a challenger will unseat the incumbent in a subsequent election. Wersal said there is "an extremely good likelihood" that he will switch his campaign to the only open seat remaining for election in November, that of Justice Page. He also said he may file a seek election to six-year terms. Perpich appointed Gardebring on Jan.

4, 1991, three days before Carlson was sworn in. She had been on the Minnesota Court of Appeals, to which she also was appointed by Perpich. With her appointment to the high court, Minnesota became the first state to have a female majority on its Supreme Court. That gender majority since has lapsed. Today, there are three women on the high court, counting Gardebring, but one of the others, Esther Tomljanovich, also is stepping down at the end of August.

Blatz is the third. After deciding to resign, Gardebring said she has suggested to Carlson that a woman be named to replace her. Diversity, including gender diversity, is important, she said. Otherwise, Blatz might feel isolated on the court, "Snow White and six dwarfs," Gardebring said. "I think it's very important that it be a woman." The challenger Greg Wersal, a St.

Louis Park lawyer, was planning on running against Gardebring in the upcoming election. He said her resignation has the effect of "stealing an election from the people of Minnesota." "The 'early retirement' is an ment of Human Services, chairwoman of the Metropolitan Council and twice as commissioner of the Minnesota Pollution Control Agency. In 1995, Sen. Paul Wellstone, recommended Gardebring for the federal bench. However, Sen.

Rod Grams, objected. Citing opposition by the conservative Grams, Gardebring, considered a liberal, withdrew her candidacy. The post eventually was filled by U.S. District Judge Ann Montgomery. In her new job, Gardebring will replace the retiring Tom Swain, who joined the university in 1996 as a public-relations trouble-shooter for former President Nils Hasseimo.
