A to Lai stranger to McKesson Rob-bins, was handed 2,000 shares of the drug firm's stock and requested to file In federal court a receivership petition about a situation of which he knew nothing, it was disclosed today at an inquiry into the affairs of the looted corporation before Assistant Attorney General Ambrose V. McCall. The execution of this unusual procedure, all on the same day a month ago, brought federal, state, and city investigations. It brought the discovery that F.

Donald Coster-Musica, president of the corporation, was an ex-convict and notorious swindler, who had gained control of the firm nd given three of his masquerading brothers posts of trust. Mayor Named Receiver. Vincent W. Dennis, corporation counsel of Hartford, testified that he petitioned the drug firm into receivership at the request of Mayor Thomas J. Spellacy of Hartford.

The mayor, one of the stockholders of the company, was made a temporary receiver by the federal court's action. Dennis said the receivership petition was drawn by W. G. Lundborg, a Hartford lawyer, and was based upon information supplied by Mayor Spellacy. Dennis said he did not pay anything for the stock given to him to qualify him legally to file the petition, nor anything to Lundborg for his services.

The corporation counsel said ne knew nothing of the firm's financial structure nor anything of the allegation in the petition that the firm had listed fictitious assets of 10 million dollars in its crude drug department 18 Million Dollars Short. McCall said investigations already have shown assets of the company were over reported by about 18 millions and observed that the petition's reference to the fictitious assets probab'y was true. "We are making effort to learn how anybody had knowledge of that," McCall said. He asked Dennis if he had known Coster-Musica, who committed suicide in his Fairfield, home Dec. 16 when his identity was revealed.

Dennis said he never had known the man. He added, in reponse to another question, that he had no reason to believe that the 2,000 shares of stock given to him had been owned by Coster-Musica. Denies Interest In Drugs. The witness said he had no interest in, nor knowledge of, the drug firm prior to Dec. 5 when he saw the petition, the day before it was filed.

Mayor Spellacy told him, he said, that a responsible complainant was necessary 1o bring the action to safeguard the interests of stockholders. Dennis said he was surprised when he learned the tenor of the petition. He couldn't say why the mayor hadn't offered the petition himself. ASK CENTRALIZED UNIT TO AID BACK TAX COLLECTIONS The organization of a central bureau to coordinate the activities of Cook county taxing officials in collecting back taxes was proposed to county commissioners yesterday. The suggestion was made by the citizens' committee on tax collections before a meeting of the legislative committee of the county board. Graham Aldis, chairman, and George O. Fair-weather, secretary of the citizens' committee, offered the proposal. The committee also recommended a law compelling the county treasurer to turn over to the county board a list of all real estate properties on which taxes are owing for ten years for five years after 1941.

The law would provide for sale of the properties to satisfy claims. The commissioners took the suggestions under consideration. The 154th anniversary of the death of Haym Salomon, known as the COUNTY HOSPITAL The county board yesterday Instructed Architect Eric Hall to prepare plans and specifications for three new units of County hospital, to cost an estimated three million dollars. The necessity for the new buildings has been stressed by the medical staf and by Dr. Irving S.

Cutter, chairman of the board's special hospital committee. Whether they will be constructed depends largely on whether a Public Works administration grant for part of the cost can be obtained. The buildings recommended are a convalescent unit with 500 beds, a maternity unit with 400 beds, and contagious disease hospital with 354 beds, the last to replace the present dilapidated structure. Mr. Kempner died Tuesday night of heart disease in his apartment in the Del Prado hotel. He was 69 years old. Mr. Kempner came to the United States from Germany at the age of 13 and became a member of the Board of Trade in 1890.

He was director for six years during and after the world war. He headed a grain firm under his own name for many years. He was at one time president of the Chicago Curb association. His widow, Bertha Hasterlik Kempner; two sons, Jean H. and Ralph; a brother, Harry B.

Kempner, and a sister, Mrs. Nathan Engel, all Chicago, survive. DR. GOODKIND, 71, DIES; INTERNAL MEDICINE EXPERT Dr. Maurice L.

Goodkind, widely known specialist in internal medicine, died yesterday in his home, 230 East Delaware place. He was 71 years old. Dr. Goodkind had been associated with Michael Reese hospital for more than thirty years. He was chief of the medical service at Base Hospital 53 in France during the world war, and was honored by the French government for his services.

Dr. Good-kind was professor of clinical medicine at the University of Illinois college of medicine. Surviving are the widow, Mrs. Rose Goodkind; a daughter, Mrs. J.
