Tuesday, November 8, 2005 Green Bay Press-Gazette www.greenbaypressgazette.com The plan istrictPlan doesn't please all New high school boundaries The Green Bay School Board on Monday approved a plan for a fifth district high school and related redistricting to accommodate east-side growth. The plan: Calls for a school to be constructed on 77 acres of district-owned land between Grandview and Erie roads. The school would start out with grades 6-12 and eventually become solely a high school. That's what it looks like for me." Other district parents said the plan, while not ideal, was better than the original recommendations presented by the East Side Task Force. "It's better than it was," said Jim Allen of Bellevue as he left Monday's meeting. "I still have a lot of concerns about close proximity. It's (also) the type of traffic." Although Allen's children may not be affected by the plan an older child will graduate before the new school opens and his younger child might attend he's still concerned about the accuracy of growth projections, he said. Allen suggested the board phase in redistricting based on what happens with growth on the district's east side.

Although board members overall spoke highly of the plan, some questions hovered when the meeting wrapped up Monday. Some Bellevue and Ledgeview residents would be grandfathered into a new school, but under Nerad's recommendations would have had to pay their own transportation costs for attending the new school. Some board members questioned the wisdom of making grandfathered families pay for transportation, while some board members and Nerad maintained it would be best to keep that provision as is. Under current intra-district open enrollment guidelines, families have to pay their transportation costs in such situations. In the end, board members amended their motion, striking references to transportation costs and deciding to bring them up at a later date.

The timing of a referendum for building a new high school remains up in the air, and board member Andrew Becker said Monday the district can't afford to wait until 2009-10 to get a new school built and operational. And although board members agreed the plan was certain to leave some people unhappy, they also said it was time to move forward. Board member Mike Blecha recalled similarly controversial district issues from decades gone by. "In the end, students are a lot more adaptable than their parents are," he said. School Board members passed the recommendations Monday: Town of Eaton residents will be included in the new school attendance area, rather than the Washington MiddleEast High area.

The area of Bellevue east of Cottage Road to the town of Eaton border will remain in the WashingtonEast area. However, current resident families can be grandfathered into the new school attendance area if they wish Drawing the boundaries Task Force members formed their boundary recommendations around the following objectives. Recommended changes passed Monday night also were made keeping the objectives in mind: Minimize split attendance areas of feeder elementary schools. The old district map created seven splits; the new plan creates two more. Provide for a growth area within each high school attendance area.

Provide geographic logic to each boundary area. Ensure a socioeconomic balance of students at each high school. al student talent. She's also just fun to be with, her friends say "Everybody likes her. She gets along with everybody," said Hillegas, who dated Halbach throughout high school and into their early college years.

She played volleyball in high school, and up until recently was coaching the sport at a grade school in Sherwood, near her residence in St. John, Hillegas said. Wygralak last saw her at a Halloween party Oct. 21, which Halbach attended dressed as a cowgirl, and she planned to see her Saturday when the two were to throw a surprise party for two friends in Green Bay Instead, Wygralak spent the day helping friends search for some sign of Halbach. "Not a fun day," she said.

"Not an easy one," In the end, students are a lot more adaptable than their parents are. I'm ready to support the plan and I hope the community does, too. Mike Blecha, Green Bay School Board member Establishes new attendance areas for the district (see map). Uses four specific objectives to determine attendance areas (see below). Projects an average annual student increase of 354 students on the district's east side.

Plans for the new school to open in either the 2008-09 or 2009-10 academic year. The area of Ledgeview assigned to the WashingtonEast attendance area also will remain there, but with the option of being grandfathered into the new school attendance area. The Wandering SpringsWilder Street area will be reassigned to the EdisonPreble attendance area, instead of the new school. The current site for the new school should remain. Specific referendum recommendations including a timeline to build a fifth district high school will be presented to the School Board this month or in December.

What's next The district will convene a committee to develop the new school design, size and cost. Officials will interview and hire an architectural firm to help determine the design and cost of a new building. District officials will continue to work on front-end referendum planning to fund a fifth district high school. No referendum date has been set. Officials will come up with a short-term plan for schools facing overcrowding issues.

District staff will continue to monitor enrollments and formulate a plan for east-side elementary school growth. The district will continue to look for an additional school site to build a K-5 or K-8 school. Complete Jewelry Services Quality, Honesty Affordable Prices Engagement Rings Wedding Bands 103 E. They said that the finding of her vehicle provided them with a great deal of evidence, but they didn't elaborate. Halbach is from rural Calumet County, and the search has been focusing on northern Manitowoc County, but her disappearance has attracted national attention, with CNN reporting on it Monday night. The story also has a major Green Bay area component: Many of the civilians doing the search are from this area. "I'd say about a third of them are from the Green Bay area, or the surrounding area," said Ryan Hillegas, a Hilbert-area resident who is spearheading the grass-roots portion of the search in coordination with the police search.

Most of the civilians will return today to resume the search, he said. According to Calumet County Sheriff Jerry Pagel, Teresa Marie Halbach's 1999 dark green Toyota Rav4 was found Saturday by volunteer searchers in a gravel pit at Avery's Auto Salvage between Two Rivers and Mishicot. The salvage yard is operated by the family of Steven Avery.

He served 18 years in prison for a 1985 attempted murder and sexual assault before DNA evidence exonerated him. Halbach is a free-lance photographer for Auto Trader Magazine. The Marinette County Sheriff's Department impounded Avery's car and a flatbed truck Sunday from Crivitz, where he was spending the weekend with family at his father's vacation property. Both vehicles are at the state crime lab. Avery has been in Crivitz since Saturday morning, before the car was located.

He said he had hoped to go home Sunday, but Kratz said authorities aren't permitting him to return at this point. Kratz was called in Saturday to serve as special prosecutor in charge of the investigation and prosecution, and said the investigation is "moving forward at a very rapid pace."
