Staff Writer The students in Twin Cities area schools who are members of racial and ethnic minorities nearly doubled during the 1980s and now accounts for 14.7 percent of the region's enrollment, a new Metropolitan Council report says. Only four of the area's 48 school districts had minority enrollments above the regional average: Minneapolis, 50 percent, St. Paul, 42.1, Brooklyn Center, 19.6, and Richfield, 14.9. The student counts, which include 1989-90 enrollments, provide a precursor of the region's changing racial and ethnic composition.

Among young students, the number of blacks, American Indians, AsianAmericans and Hispanics is rising faster than the number of whites, the report said. John McNicoll, a Met Council planner who prepared the report, said minority enrollment in suburban school districts averages about 5 percent. The figures are highest in districts that border Minneapolis and St. Paul, including Brooklyn Center, Robbinsdale, Richfield and West St. Paul, he said.

There are 51,571 minority students in Twin Cities area schools, compared with 26,833 in 1980, the report said. There are 18,177 Asian students, the largest minority in most Twin Cities area school districts. But regionwide, 22,946, remain the group, the report half of the 69, black students in Minneapolis and black students, largest minority said. Hispanics were the only minority group whose concentration in Minneapolis and St. Paul schools declined during the 1980s. Virtually all of the increase was reported in Minneapolis, the report said.
