A-14-INDEPENDENT-PRESS-TELEGRAM A-14-INDEPENDENT-PRESS-TELEGRAM December 1961 SEATTLE MONORAIL TRAIN (LEFT) Ready Fair in Seattle to Test Monorail formed originally by Seattle: and its neighboring communities to solve -pollution problems. A citizens' committee is at work in Seattle now studying the possibilities of rapid transit after the fair. Several major organizations, including Municipal League and the Central Association of Seattle favor the Metro concept. A proposal may be on the ballot here next March. Will monorail fit into that plan? Monorail's performance in the next few months will answer the question for Seattle and perhaps many other American cities afflicted (Continued From Page A-1) many, are scheduled to be shipped to the United States December 15.

World's Fair officials are saying that monorail will be the "main gate" of the exposition, which will open next April 21 for six-month run. But Seattle very nearly did without monorail in the early days of fair planning. For several months, monorail was strictly an "on again, off again" project. In the spring of 1959, the Seattle Transit Commission named the Lockheed Aircraft Corp. as prime contractor to install a monorail system.

But negotiations bogged down when the parties were unable to agree on financing. Lockheed was worried because the company would have had to absorb several million dollars in design and engineering costs. Bargaining dragged along for several months. But, all along, another monorail firm was in the back-Alwac International, parent organization of the Alweg firm. Alwac submitted a proposal to the Transit Commission in August, 1959-more than $1,000,000 under the Lockheed figure.

The big difference, however, between the two offers was that Alwac offered to finance, build and install the monorail, with no financial risk to the city itself. That gave Alwac the inside track. At that point the Seattle World's Fair Corp. took over negotiations from the Transit Commission and made a deal with Alwac. The Transit Commission, at the same time, voted to drop Lockheed from the monorail competition.

in May, 1960, the World Fair Corp, decided to sign with Alwac. The price then was later advanced to $4,200,000. The fair agreed to pay Alwac (now Alweg) 25 cents from each paid admission to the fair. Alweg also would retain the monorail fares, concessions revenue at the monorail terminals and advertising receipts related to monorail. NEITHER THE CITY nor the fair were asked to put up any other money.

Alweg and its subcontractors agreed to pay the entire bill, other than the 25 cents from each fair ticket. The Seattle Transit System will operate the trains for Alweg. After the fair the fair can decide whether to acquire the monorail- or assign its option to the city or the Transit System. Alweg is required to remove the system at no cost to the fair or the city if there is no purchase. The final contract was signed Dec.

22, 1960. TWO PARALLEL beamways- for each train--are being constructed. The monorail cars literally will straddie the rails, with rubber tires hugging the sides of the beams as well as rolling atop the rails. The sponsors, estimate that the trains can carry 8,000 to 10,000 persons an hour. The monorail will make the trip to the fair in about 95 seconds.

General Electric Co. is supplying the 100-horsepower units. Automatic braking devices are included for emergencies, in addition to manual controls. Each train will be capable of carrying 450 persons. An escalator-like "speed ramp" will lift passengers from street level to the loading platform in the downtown terminal.

The monorail will coast to a stop at ground level on the fairgrounds. SEATTLE, among other cities, is looking at monorail as a possible- repeat, possible- rapid-transit solution if the monorail proves a resounding success during the fair, One Seattle firm has in mind a 110-mile network of monorail costing about $60,000,000. One suggested method of financing is through tax-exempt revenue bonds issued through the existing framework of the Municipality of Metropolitan Seattle (Metro), an agency ere as 08 Are pl For Use Upon Completion Of Beamways (Right) CAB Fare Ruling Hits Holidayers. By The Associated Press The Civil Aeronautics Board's elimination of bargain coast-to-coast air fares- -coming after thousands of holiday reservations had been booked -left many passengers disappointed and angry Saturday. Among the estimated.

000 persons affected were students and military personnel, their trips home for Christmas budgeted to the last penny. "Some of them' cried and some of them got mad and asked for their money said an airline reservations clerk in San Francisco. Some merely cancelled the return trip. BUT THE majority, their holiday plans already made, paid the extra amounting to as much as $92 on a round-trip jet flight between New York and San Francisco or Los Angeles, as little as $13 between Chicago and the West Coast. Ticket cancellations ranged from 3 to 10 per cent among affected airlines in New York to 10 to 25 per cent in Los Angeles.

At Ft. Devens, about 400 soldiers held the cutrate tickets. One called the CAB action a "dirty, bureaucratic trick." They all asked the same question: Why couldn't the ruling have been delayed until after the holidays? "WE'D RATHER not comment on the timing," said an airline representative in New York. Airlines and government officials reported many complaints. "Buyers of the plan can't understand that if the airlines were willing to set lower rates, why the government shouldn't approve," a Trans-World Airlines official said in Washington.
