Perry Rowe, 72, who retired in 1962 after operating a taxi-cab company in Washington, D.C. for 22 years, died Sunday Sacred Heart Hospital, Chester. He had been since his retirement. He lived at 2807 W. 14th Chester.

Mr. Rowe was born in Washington, D.C. and w.1* educated there. He moved to Chester in 1960. In 1922 he married the former Lena M.

Cane. He served in the 28th division in World War I. He was past Commander of Chester 3 ost No. 14, and was the first Commander of Veterans of oreign Wars Post 1521 in Chester. Surviving is his widow.

The funeral will be 9 a.m. Wednesday from the Robert Moreiand Funeral Home, 9th and Main Trainer. Solemn requiem mass will be sung at 0 a.m. at the Resurrection of )ur Lord Church, Chester. Burial will be private.

Calling hours will be after 7 Tuesday at the funeral lome. Lyons John T. Lyons, 90, a retired executive from the Franklin Sugar Refining Philadelphia, died Sunday in Fitzgerald Mercy Hospital, Darby. He lived at 301 Maple L.ansdowne. Mr.

Lyons retired in 1944 after 52 years of service with, the sugar company and was production supervisor of Franklin's confectionary sugar division. Surviving are six sons, John T. Jr. of Newtown Square, James J. of Wayne, Francis J.

of Vienna, Henry V. of Lansdowne, the Rev. Edward D. Lyons of Atlantic City and Joseph J. of Goshen; five daughters, Cecelia C.

and Theresa both at home, Mrs. William E. Tucker of Newtown Square, Mrs. Thomas J. O'Brien of Lanham, and Sister Cecelia Immaculate stationed in Philadelphia; a brother, Edward of Philadelphia; 31 grandchildren and five great-grandchiidren.

Phillips Mrs. Emma Strohm Phillips, 84, wife of Jasper R. Phillips of 17 W. Knowlton Road, Middletown Township, formerly of Marcus Hook, died Saturday at midnight at the Bishop Nursing Home in Media. Mrs.

Phillips was born in Philadelphia and came to Marcus Hook with her parents in 1903 and was employed in her parents' bakery until her Her husband was tax collector and she was his assistant for 16 years. She was an active member of the Cokesbury Methodist Church, Marcus Hook. She taught Sunday school for 60 years and was a member of its board of stewards, the official board and finance committee. She was a former president McCole Thomas V. McCole, 42, transportation and freight agent for the Perm Central Railroad at the Angora Station, Friday in Fitzgerald Mercy Hospital, Darby.

He lived at 341 Greenwood Road, Sharon Hill. Mr. McCole had been with the railroad for the past 22 years. He was; a candidate for the Sharon Hill School Board in the November election, and was a member the Sharpii Hill Democrats. He was a Navy veteran of World War II.

He was a member of the Transportation Communication Employes Union and the Holy Spirit Church in Sharon Hill. He attended St. Joseph's College. Surviving are his widow, the former Mary Brown; a daughter, Mary; his mother, Mrs. Mary McCole of Runnemede, N.J.; two sisters, Mrs.

Margaret Cooney of Runnemede, N.J. and Mrs. Catherine Thornton, of Mantua, N.J.; four brothers, Daniel and Francis, both of Philadelphia, and George and Vincent, both of Upper Darby. The funeral be 8:30 a.m. Wednesday from the Marvil Funeral Home, 1110 Main Darby.

Court OKs Two Groups MEDIA COURTHOUSE A Delaware County panel judges has approved decrees sought by two organizations -Service to Overcome Drug Abuse Among a (SODAT) and the Child Guidance Clinic of Delaware County. SODAT, a Chester-based nonprofit organization that has been helping young drug addicts, was granted a corporate charter. SODAT was represented by attorney Melvin Levy at the court hearing.

The judges also approved a decree to amend articles ol incorporation of the Child Guidance Clinic of Delaware County of Media, a private organization that was represented by attorney Charles H. Hinkson. One of the amendments changes the name of the corporation to The Menta Health and Child Guidance Clinic of Delaware County. Another amendment stipulates that the clinic may in the future treat adults as well a children for emotional condi tions and mental retardation. Mrs.

Along -the way the family will "promote fitness programs, goodwill, tourist travel between countries, and the American way of life," Vicario said. Vicario, who also is president of Run For Youth Life, a local physical fitness group, said one of their runs would take them jogging from Hamburg, Germany, to Copenhagen, Denmark, a distance of about 250 miles.
