Rita Grady, the director of community development for the Polk County Housing Authority, said the money is available to qualified low-income homeowners who live in Independence, Falls City or rural areas of the county. The fire started in the 45-foot-long trailer, which was half full of textbooks to be recycled, Emil Graziani, the executive director of the foundation, said. The trailer was destroyed, Graziani said. The fire also spread into the building, where cardboard and paper products were stored for recycling. But a sprinkler system installed last summer helped prevent more than minimal damage inside the building, Graziani said. Police question man after scuffle near store A man was questioned by police Tuesday after a brief scuffle with officers near the Plaid Pantry store at the intersection of State and 25th streets, Lt.
