I Vandals Are Rebuffed Again BOISE, Idaho (AP) A second attempt by the University of Idaho to get out of the Big Sky Athletic Conference has failed. A report by the Lewiston Morning Tribune said the university had enough votes to approve its request Friday but that the issue did not reach the voting stage. Dr. J. P.
