KSTP also stands to gain an immediate benefit from affiliating with ABC. The network's leading position In prime time means that advertisers pay more, overall, to sponsor ABC programing.

ABC affiliates share those higher profits. ABC's rise has been phenomenal. NBC and CBS had grabbed prime VHF (channels 2 through 13) tions before ABC began piecing to- gether a network In 1948. Struggling for affiliates, sponsors and prestige, the ABC television network lost money through almost all of the 1950s and 1960s. Its recent programing, much of It devised by Silverman and aimed at adolescents, propelled ABC to first place In the spring of 1976.

As a result, ABC has been gaining new affiliates, partly at the expense of NBC and CBS. ABC has spent heavily the past few years to try to bring its news division into even competition with NBC and CBS. And It has taken a closer, more critical look at its affiliates' local news operations. REPORTS BEGAN to circulate last year that ABC was dissatisfied with KMSP's news efforts. The station, affiliated with ABC for 19 years, long has been a poor third in local news ratings.

Some KMSP employees have complained that the news department is understaffed and saddled with inferior equipment. A new news director, George Noory, started work at KMSP last month. He has been trying to bolster the size of the news staff, and morale reportedly has been improving. But KMSP's efforts apparently came too late. KMSP station manager Roland King noted yesterday that the station's news ratings could be improved if KMSP becomes an NBC affiliate next year.

It would mean that NBC's network news program would become the lead-in for KMSP's 6 p.m. news report. But there is no assurance that NBC will seek KMSP as its Twin Cities affiliate. NBC also is looking at WTCN and could even try to woo the CBS affiliate, WCCO-TV (Channel 4). WTCN is one of seven TV stations owned by Metromedia Inc.

Metromedia's Kansas City station, KMBC-TV, associated with ABC, is the only network affiliate among the seven. WTCN has been one of the most financially successful independent stations in the nation. Lawrence Fraiberg, president of Metromedia's television division in New York, said yesterday that he was surprised by the Hubbard-ABC announcement and had given no thought to negotiating with NBC. HOWEVER, a highly placed NBC source said network officials began discussions with Metromedia before Hubbard's defection to ABC became public knowledge. He said NBC has been evaluating possible new affiliates in the Twin Cities for several weeks.

The source confirmed that NBC would also be looking seriously at KMSP. KMSP is owned by a subsidiary of 20th Century-Fox Corp. A sure result of yesterday's announcement is that one of the most enduring partnerships in U.S. broadcasting history will end in March. Beginning with radio, KSTP has had a 50-year relationship with NBC.

KSTP began television broadcasting with NBC in 1948. It was Minnesota's first TV station. KSTP founder Stanley E. Hubbard, who is Stanley S. Hubbard's father, was a longtime friend of the late NBC pioneer, David Sarnof f.

"I want to get into the system and see exactly what's there," he said. "I don't know too much in detail what they're doing now.
