The Federation "used lists of life members to get the right ones to come to the meeting and vote the way they wanted." Only life members can vote at the annual meetings. About 1,000 of about 200,000 life members attended the sessions. Carter, a former head of the U.S. Border Patrol, was given a a a a organization back to the forefront of the battle against gun laws. Dr. Renee Richards, the transsexual player who once competed in the men's singles at Forest Hills, withdrew from the women's event here after being given the results of one more sex test. Tournament officials did not make the results of the test public but merely said the findings had been sent to Dr. Richards by the hospital, and she had withdrawn. Clearly, she had failed the test again.
