(Tony) Stewart, one of the persons who helped launch WDGY on its successful "top 40" music route years ago, returned to Minneapolis in June for the sole purpose of listening to the radio. by the State Crime Bureau. He had recently rejoined the New Hope force after winning a Minnesota Supreme Court decision in a suit over a previous dis-misal for union activity critical of the department.

In both suits, he has been supported by the Minnesota Civil Liberties Union. The police regulation forbidding beards refers only to "appearance," but the latter to Oberreuter from the village manager announcing his suspension said the purpose of the regulation was safety, because beards interfere with wearing protective masks. A temporary restraining order forbidding the New Hope Police Department to enforce the suspension of a policeman with a beard, or require him to shave it, has been issued by U.S. District Court Judge Earl Larson. A hearing on the petition by the policeman, John Oberreuter, for a temporary Injunction to the same effect, will be held before Larson Monday.

The injunction if granted, would be in effect until a decision on Oberreuter's suit against the village and two officials. What finally evolved from Stewart's visit was a broadcasting policy labeled "the golden oldies." The format was introduced to listeners last weekend when Fairchild assumed control of WPBC, moving in a new staff of announcers and changing the call letters of the AM station to WYOO. "On the top 40 stations, an oldie is a record that was popular last week," said Stewart, WYOO's manager of operations. "For us, real nostalgia is the key." Basically, the station is concentrating on music that was big during the 1950s and '60s. "But occasionally," Stewart said, "we will even dip back into the 1930s to play a tune by Glenn Miller, Artie Shaw or Tommy Dorsey. Naturally, you're not going to hear six of them in a row because we are aiming for an audience in the 2 1 -to-35'age group." In addition to the "golden oldies," WYOO is offering what Stewart said was "a varied bag" of programing.

"From time to time," he said, "we throw in such things as capsule histories of given years, 3 li -minute vignettes of sports events and themes from famous radio programs. Have you ever heard the voice of President Harding? We have it, and also the broadcast of (the Vikings') Jim Marshall's wrong-way run." WYOO also has reversed the traditional format of radio newscasts. "The other stations put on 4 minutes of news every hour," Stewart said. "We are doing 4l2 minutes of sports instead and are closing with only a couple of news items just to let the people know the world isn't coming to an end." With the change in management, the call letters of WPBC-FM were changed to WRAH-FM, and the station promptly went of the air. "We hope to resume FM broadcasting by Christmas," said Marlin Schlottman, general manager of both stations.

"The programing will be separate from our AM operation, but we are still working on a format. Once again we are trying to fill a gap." Meanwhile, Bill Stewart, who, with his wife, Becky Ann, founded WPBC in 1949, said the decision to sell the station was the result of "increasing pressures and the complexity of an independent family company fighting the battle in a major radio market." Stewart said he will remain in the Twin Cities to do commercials, publish his radio scrapbooks in book form and produce motivational and inspirational tape cassettes.
