Greenville News Thursday, February 28, 1985 11B Nicaragua to enact terms of Contadora peace pact MANAGUA, Nicaragua (UPI) President Daniel Ortega, under intense pressure from the Reagan administration, announced 1 Wednesday that Nicaragua will stop importing arms and will send home 100 Cuban military advisers. Ortega said his new initiative, which unilaterally enacts the terms of a stalled Contadora peace treaty, is an effort to revive the Central American peace process. He also said his government will resolve the status of a Nicaraguan defector whose capture by Sandinista police led Costa Rica, Honduras and El Salvador to boycott a meeting of the four-nation Contadora group two weeks ago. Ortega did not say what steps he would take to satisfy Costa Rica about the incident at its embassy in Managua on Dec. 24.

Ortega also said he was confident his initiative will prompt other Central American countries to accept a regional peace treaty proposed by Contadora group, consisting of Mexico, Venezuela, Panama and Colombia. The stalled proposal, hammered out after two years of discussions involving the Contadora group and Central American governments, calls for the removal of foreign military advisers from the area and a regional arms import freeze. Progress toward a formal treaty was halted when El Salvador, Honduras and Costa Rica complained the proposal lacked meaningful provisions for verification.
