Drug abuse was rampant, gangs ruled the hallways, students and teachers were routinely assaulted. It was, in the words of one teacher, "like the Wild West" The Chicago Board of Education declared the place "out of control," and looked around for a new principal. The man they three-year total of $19 billion. Many of Reagan's top aides, joined by senior Republicans in Congress, have called for far greater savings from the Pentagon budget as part of an overall administration effort to reduce deficits by half over three years.

Budget Director David A. Stockman produced a plan to trim the Pentagon's spending by $58 billion over three years, but Weinberger virtually alone among senior administration officials resisted the Stockman plan, sources have said. Reagan tentatively has decided to ask Congress to cut nearly $34 billion from do'mestic programs for the next fiscal year. WASHINGTON (AP) President Reagan, rejecting calls for a major slowdown in his Pentagon buildup, has decided to recommend relatively small savings of about $8 billion for the next budget year, administration officials said Monday night. One administration official, speaking on condition he not be identified by name, said Defense Secretary Caspar W.

Cable Notes Edward Dmytryk's 1954 film adaptation of The Came Mutiny (9-11 p.m., HBO) is a terrific showcase for Humphrey Bogart, who plays the implacable Capt.

Philip Francis Queeg. The mutinous officers are played by Van Johnson, Robert Francis and Fred MacMurray, and all are excellent. So is Jose Ferrer, who plays the defense attorney who cross-examines Queeg. It is the highlight of the film, which was adapted from the Pulitzer Prize-winning novel by Herman Wouk. To wit: Beulah Land, Part I p.m Cinemax), an addle brained, Deep South melodrama starring Lesley Ann Warren, Michael Sarrazin and Dorian Harewood. This revolting video version of Mandingo gives us a South where the men are weak, the women are dumb and the rest are below average. Update Asheville's 13-WLOS moved into its new Greenville bureau over the weekend. The station's news, sales and production staffs, based previously in the Bankers Trust Building, now occupy a building at Laurens and Woodruff roads. The move is a long-awaited major step toward what TV-13 hopes will become parity with its principal competitors, WYFF-TV in Greenville and WSPA-TV in Spartanburg.

News 13 will have more information on the Greenville offices on its newscasts. Speaking of 13-WLOS, don't forget that the ABC affiliate will bring back This Week with David Brinkley in January. The popular news-and-commentary hour was replaced by wrestling. chose, Robert Saddler, had a sterling reputation as an educator at tha ele-mentary-scho ol level. What he did for Marshall, however, was non-students out of hallways without passes; ID cards for students.

Perhaps the most drastic measure was the closing of the campus during school hours: Students were locked in; others were locked out. At every turn. Saddler consulted parents and adopted their suggestions. Because Marshall students are rated in the bottom percentile in reading and math, Saddler established a remedial reading lab. Open-house nights allowed parents to meet teachers face to face, to discuss their children's grades.

Most parents applauded the changes at Marshall. The school gained a national reputation as an up-from-the-ashes success story. As a result, "the winning attitude began to surface again," says teacher George Crockett. As we see in this Frontline segment, Saddler who now is district school superintendent and his dedicated staff did more than clean up the hallways. They have instilled pride and an intellectual curiosity where there was indifference and despair.

At one point, Crockett tells his class why they should be aware of black history. "Our ancestors fx x. Gorbachev addresses 'star wars' issue simply astounding.
