Geraldo Rivera reports on a dispute between the U.S. Navy and Vieques Island fishermen about the Navy's use of part of the island for a weapons-testing site. (Ch. 5, 9 p.m.) The Innocent and the Damned. Lee Bishop Is found guilty of murder and Tom Keating tries to save him from the gas chamber.

I TV (Channel 5), they do reveal that Channel 1 1 news is about as popu-: lar as the measles.

I WTCN-TV, which began its twice-daily newscasts only when it I affiliated with the NBC network on March fared worse than the former ABC affiliate and perennial third-place news operation, KMSP-! TV. The Metromedia station was soundly trounced by Channel 4 and 1 Channel 5 at both 6 and 10 p.m., according to Arbitron ratings for May. (The A.C. Nielsen figures are not yet available.) In the battle for ratings suprem acy among the Big Two, Channel 5's 10 p.m. "Eyewitness News" stretched its lead over Channel 4's "10 p.m.

Report" slightly beyond the margin registered in the Febru-' ary audience survey. But the two stations remained in a virtual tie i for the ratings lead at 6 p.m., ac- i cording to Arbitron. The Great Station Shuffle of 1979, you may recall, saw KMSP- TV's affiliation with ABC transferred to KSTP-TV, which dumped I NBC. WTCN-TV, an independent station, subsequently affiliated It-; self with NBC. leaving KMSP-TV as an independent station with one newscast a night.

WCCO-TV remained affiliated with CBS all along. At any rate, here are the Arbi-l tron ratings for May, followed in parentheses by the February rat ings. It might help to know that the first number is the rating, or the estimated percentage of TV i sets tuned to that newscast out of all existing sets in the area. (The I rating number in parentheses is in some cases higher than the first one because fewer people watch television In May than in February.) The second number is the rating share, or percentage of TV sets ac-; tually tuned to that newscast of all i the sets in the area that are turned on at the moment. 10 p.m.

Monday through Saturday: KSTP-TV 22 rating43 rating share (2240); WCCO-TV 16 rating31 rating share (1528); WTCN-TV 5.5 rating10.5 rating share. (KMSP-TV 713). i 6 p.m. Monday through Satur- day: WCCO-TV 1331 (1530); KSTP-TV 1331 (1530); WTCN-TV 25 (KMSP-TV 36). 5:30 p.m.

network news programs: CBS News on WCCO-TV 1335 (also with WCCO-TV 13 28); ABC News with KSTP-TV 7 Channel 17 20 (with KMSP-TV 410); NBC News with WTCN-TV 38 (with KSTP-TV 1124). WCCO-TV's "5 p.m. Report" garnered a 931 against KSTP-TV's 928 for reruns of "Hogan's Heroes." The prime-time ratings (7 to 10 p.m.) for network shows on local stations were also greatly affected by the affiliation switch. The big winners were Channel 5 and ABC. The big loser was Channel 9.

Here are those ratings: KSTP-TV with ABC 1633 (with NBC In February, 1525). WCCO-TV with CBS 1328 (also with CBS In February, 1728). WTCN-TV with NBC 1020 (as an independent In February, 610). KMSP as an independent 612 (with ABC in February, 2033). Thursday Specials Mother and Me, M.D.

Pilot that isn't on NBC's announced fall schedule follows a young doctor's internship at a hospital where his mother is head nurse. Rue McClan-ahan, Leah Ayres, Jack Riley and Ken Gtlman. (Ch, 11, 7:30 p.m.) Winning is Everything. A look at the pressure put on children competing in sports. Host is pro basketball player Rick Barry.

4, 1 a.m.) A hero not afraid to be a man (Eden, from Page IB) the traditional good, old Irish tussle. That was John Wayne at his best. He was strong with a wry sense of humor. He was big, loving and vulnerable. He was the John Wayne who, for the moment, escaped being the B-grade war-and-western movie hero.

Raoul Walsh, the film director who tagged Marion Morrison with the John Wayne moniker, said this about the man: "Dammit, the son of a bitch looked like a man." Looked like a man? Yes, dammit, John Wayne looked like a man. That observation in these times is also not too fashionable. Men are supposed to look like anything but men. Men are supposed to feel like anything but men. Men are supposed to search In their inner consciousness for the deeper, more meaningful clues of life.

All this man who looked like a man ever wanted out of life was a good stiff drink, a good soft woman, a good honest fight and a good hard day's work. Of all the ironies in Wayne's life, perhaps the most Intriguing was the role he played In his final film, "The Shootist." He portrayed an aging gunslinger dying of cancer who wanted to die with his boots on. He had already lived too long and his life was one confrontation after another. He was tired. All he wanted to do was die with his boots on, the final honorable act of an ancient Western warrior.

"The Shootist" featured many clips of Wayne's many Westerns. At once, It was a tribute to the actor and a retrospective of the American Western Hero. Maybe he was old and dying of cancer. Maybe he was an anachronism In a time gone haywire. Maybe he had made some mistakes in Judgment along the trail.

But he never lied. He always looked you straight In the eye. He fought varmints, riffraff, snakes-In-tne-grass and other enemies of America. And he died with his boots on, a true American Hero. You can call John Wayne a tot of names.

But I'll always call him a Hero. Yes, we disagreed at times. But that was part of the game. And those who say he was a symbol of ruggedness or a right wing fascist Documentaries National Geographic. "The Lone' U.S.
