But it also showcased how government agencies and pro-nuke forces have come to deal with this new- kind of guerrilla warfare.

This time everyone was arrested, Including those from the media. The NBC reporter unwittingly gave her allegiance and NBC's to the anti-nuclear forces by telling her news audience that the authorities were arresting "us," meaning the protesters and the reporters. But this time 'here was no long detention of the protesters or grisly, bloody scenej of the past. The authorities haw also wised up. The Powers That Be had set up a nukenik processing center.

They Informed the protesters that they were in violation of the law and arrested them. All 400 of the Nukeniks then lined up to be booked, fined $50 and sent speedily and peaceably on their way. Of course, many continued to ham it up for the cameras. This was their happening, the time to protest nuclear power and get on the national tube to boot. Just like the good old days.

And the authorities wanted that to happen as smoothly as possible. They had learned their lesson, too. It is Interesting to note that the media was "processed" along with the nukeniks. Not beaten with billy clubs. Or untouched because of press badges.

They were lumped together with the protesters and their cameras followed them through the whole shebang. In this case, the press was not an impartial observer; it was a part of the story. In fact, they wade the story. The demonstrations of the '80s will he staged protests without any real conflict as the Powers That Be tolerate the media carnival of the Video Guerrillas. Having causes won't matter as much as having your cause on the 6 O'Clock News.

Or on CBS, NBC and ABC. A cause will no longer be measured by merit, but by the theater that surrounds It. Hurry! Hurry! Hurryl Advertisement Advertisement By KARL VICK MinnrapolU Star Staff Writer "Walter Mondale, There's a Fjord in Your Past" is not as bad as its title. But that doesn't make It worth your time. The special (Channel 2, 7:30 tonight) chronicles Vice President Mondale's April trip to Norway in search of his roots.

KTCA-TV Program Director Alvin Goldstein tagged along with a camera crew, and this half-hour show was the result. So what? you ask. Good question. Two answers present themselves. The program is.

first of all, a nifty little travelogue, resplendent with breathtaking views of fjords and glacier-draped mountains. Norwegians are seen dancing to native folk music and clamoring around the vice president in picturesque hamlets. It's all very sionally done and makes for soothing viewing. And if that doesn't warm your Scandinavian heart (as it did the Norwegian half of mine), perhaps an appreciation of what programs like this can do for Mondale's popularity will make you feel toasty. Or frosted, if you're a Republican.

"Fjord" is almost a public relations spot for Mondale and by extension the Carter administration. And KTCA-TV is the sole obliging sponsor (the program was irot underwritten). The minute the local public television outlet made the decision to follow the state's political favorite son on his pilgrimage to the hometown of his great-grandfather, it became a tool for Mondale. He did not exercise any editorial control over the project, of course, but he didn't have to. Just his being seen vacationing amid such splendid trappings while all mention of the grubby subject of politics is avoided has got to leave viewers with all sorts of pleasant associations about Mondale.

Producer Goldstein apparently had some inkling of the trip's dual purpose, having included one Norwegian's thoughts on Mondale's purpose: "I think he came for his family," the native said, "and for a little "bit of propaganda for the politicking, maybe." But the station is either ignorant or, more likely, unconcerned about its little bit of propaganda. Such apparent delight in accompanying a White House regular to a foreign land hasn't been seen since Richard Nixon first toured China, although the celebratory journalism that flowed from that trip and a score TV Tonight of others like it at least was pegged to a genuine news event. From now on, let Mondale pay an ad agency to produce his commercials. At the very least, he ought to take his own home movies. 'Monitor' is moniker NBC has flubbed another one.

It's been forced to change the name of its as-yet-unseen news magazine featuring Tom Snyder from "Prime Time" to "Monitor." After months of planning and a successful effort to keep Snyder from defecting to ABC, NBC discovered that an independent station in New York already has a program called "Prime Time" and the rights to the name. NBC, you'll recall, was the network that spent about a million dollars developing that red-and-blue as its corporate logo. When the logo was unveiled amid a tremendous brouhaha, the network discovered that Nebraska public television already owned that particular The corn-huskers paid about $100 to design it; NBC bought the rights for a bit more. The NBC affiliated stations didn't like the in the first place. They complained to the network about its dropping of the old logo, a peacock.

So the bird is back this year, headlining NBC's fall promotion campaign. "Monitor" is one of NBC's most highly touted shows of the new fall season. It will premiere June 24 smack at the start of autumn, which used to be called summer. Specials CBS Reports.
