CUI) Two Nixon aides ami black Michigan Republicans tried yesterday to quell the criticism of President Nixon's handling of black people's problems. The Issue has dominated the 63rd annual NAACP convention. But Herbert Hill, national NAACP labor director, replied by accusing the government of spending "billions of dollars in federal funds to directly subsidize racial discrimination in employment." A major question still hanging as the convention went into its final day today was whether a proposed resolution calling for Nixon's defeat in November will be voted on by the 2,300 delegates. i Although the vast majority of blacks vote Democratic, the NAACP only once has taken sides in a presidential election: In 1964 it opposed KepuDii Hill said the rate of black unemployment in urban areas Is from 20 to 36 percent and Is more than SO percent among "black ghetto youth," He blamed administration policies. Earlier, Samuel Johnson, assistant secretary of the Department of Housing and Urban Development, and Sam Simmons, an official of the Of ice of Economic Opportunity, denied charges that the administration inefficiently managed housing for the poor.

And Ellis J. Bonner, president of the black Wolverine State Republican Organization, read a statement authorized by his organization's executive board lashing out at the NAACP criticism. Bonner accused NAACP leaders of trying "to make the NAACP Into a political organization which violates the solrit. if not the letter of the NAACP I Associated Preii BOBBY FISCHER OF U.S. (LEFT), BORIS SPASSKY OF U.S.S.R.

REYKJAVIK, Iceland UP) Bobby Fischer lost the draw last night, giving Boris Spassky the first move, and the world championship chess match will start Tuesday. Unless another postponement is declared. "I'm very pessimistic." said Dr. Max Euwe at 10 a.m. At noon: "It's a very delicate situation." At 7 p.m., the president of the International Chess Federation sighed: "There's hope." That was Tuesday.

It could have been any day in the garbled prelude to what chess lovers say is the match of the century Spassky of the U.S.S.R. vs. Fischer of the U.S.A. Spassky arrived early to wait for Fischer. Saying "I came to play," he philosophically accepted the first postponement when Fischer didn't show up.

But later Spassky said he wouldn't play unless he got an apology. Fred Cramer, who advanced, a slender claim to represent Fischer, forecast like a man who ought to know: "I can't see Bobby apologizing." So the letter began: yers said he'd come to say he had nothing to say. Officials of the Icelandic Chess Federation re portedly had a lot to say but they weren't saying it for publication cushions. richly South Victo reported in moot of Quang Tri SAIGON, South Vietnam UH The Saigon command claimed today that its paratroops have seized control of two-thirds of Quang Tri city. But field reports and senior U.S. military sources sharply disputed the Saigon statement. Associated Press correspondent Dennis Neeld reported from the front that he saw no indication of a thrust into the northern half of the city. A senior military source said there were no South Vietnamese units of any significant size in the city.

Field sources said South Vietnamese paratrooper and marine units were closing in on the city but were meeting tough resistance. Lt. Col. Do Viet, a spokesman for the Saigon command, said that elements of a South Vietnamese paratroop battalion backed by tanks had pushed into the northern part of Quang Tri a few hours before dawn. "We control at least two-thirds of the city," Viet told reporters.

More than a score of B52 bombers crossed the demilitarized zone to attack near North Vietnamese bases that U.S. officers say are supporting the Communist forces in Quang Tri. Elsewhere, sharp fighting was reported on the southern front in the Saigon region at. points 50 miles west and 50 miles north of the capital. The Saigon command also claimed that 102 North Vietnamese troops were killed in a fifth consecutive day of fighting in the Parrot's Beak section of Cambodia near the town of Kompong Rau, 50 miles west of Saigon.

Eight South Vietnamese troops were reported killed and 24 wounded. Brandt fills job vacated by Schiller BONN, West Germany (JB Chancellor Willy Brandt today appointed Defense Minister Helmut Schmidt to replace Karl Schiller as economics and finance minister. Schiller, a free-marketer, resigned after the Cabinet last week adopted moderate restraints on the inflow of foreign currency. Schiller said this would lead to the extensive controls favored by France and other European countries. Brandt accepted the resignation yesterday.

Schiller's departure from the Cabinet was considered a blow to the Socialist cause in the election this November. He was a proven vote-getter and played a major role in the 1969 election that made Brandt chancellor. The 53-y a -o 1 Schmidt is a popular figure and is considered by many observers to be the Cabinet member most capable of handling the economics and finance portfolios during the campaign. The chancellor tabbed George Leber, postal and transport minister, to succeed Schmidt and Housing Minister Lauritz Lauritzen for Leber's post. Brandt was elected West Germany's first Socialist chancellor with a 12-vote majority in Parliament.

But this year defections from his Socialist-Liberal coalition have taken away his majority and forced him to call elections a year ahead of schedule. FINES MOUNT EUREKA, Calif. "We've done it with baboons and we are on the right track," he said yesterday. He said he and his team in Cleveland found that such transplants can be done if the operation was conducted at below-freezing temperatures which slowed brain activity enough to allow surgeons time to work without per-manent damage being done.
