Channel 4 has such a program in "Moore on Tuesday," a series made up of news and consumer-inquiry reports and features of local interest.

Apparently I have taken the show for granted this season because little has been said about it in this column. For that reason, Ron Handberg, Channel 4's news director, slapped my wrist the other day for not paying attention to a program which was trying to do more than merely filling a half-hour time slot. 'Moore on Handberg said, "represents a serious attempt on our part to do something along the lines of the FCC's thinking. But the program has gone unnoticed in the press." Handberg has a point, I will agree. "It's a monumental project to turn out a show of this nature each week," Handberg said, "and costly, too. We spend $3,500 to produce each show, and we have no sponsor." He cited the Supreme Court's ruling that "surely the state has no right to cleanse public debate to the point where it is gra-matically palatable to the most squeamish of us. "For while the particular four-letter word being litigated here is perhaps more distasteful than most others of its genre, it is nevertheless often true that one man's vulgarity is I When the new season opens in the fall, the series will move to a 9:30 p.m. time slot on Sundays.

The plot remains fairly faithful to the original except for a switch in locale and music as a quartet of over-the-hill animals, kicked out by their owners, form a traveling Dixieland band in the Louisiana swamps. Completing a series of three specials "The Frog Prince" and "The Great Santa Claus Switch" the show-uses full-sized puppets with animals inside and marionettes, as Henson tries to get away from the usual Muppet look.
