B-2 LOCALSTATE Wednesday, January 4. 1995 Green Bav Press-Gazette Election '95 Thompson reform plans challenged chairmen cha and I have certainly smashed some of the existing notions about welfare, education and the economy," Thompson said. Last week, the Assembly Republican leadership promised quick action on bills to cap welfare benefits to families that have additional children, limit state spending, limit awards for pain and suffering in medical malpractice cases and reduce the influence of special interests in campaign financing. Thompson reiterated his pledge to provide property tax relief without raising other taxes. He has said widespread bud- get-cutting is a must if the state is to come up with the $1.2 billion a year for public schools that is to be taken off the local property tax by 1997.

"We will provide property tax relief to the taxpayers of Wisconsin, and we will do it without raising other taxes," Thompson said. Thompson also plans to work on finding a replacement for the federal-state Aid to Families with Dependent Children welfare program, which the Legislature voted to end by 1999. The governor is expected to provide more details about those cuts and changes in his State of the State address Tuesday, Jan. 24 and in his budget address Tuesday, Feb. 14.

After his speech, he said it would be difficult to provide the money needed for taking school costs off the property tax. "We haven't figured it out yet completely," he said. A Democrat said the governor had no details in his speech MADISON (AP) Gov.Tom-my Thompson launched his final four-year term vowing to reshape state government, but a Democratic critic noted that details of Thompson's plans have yet to be revealed, much less passed. Thompson's inaugural address Tuesday before several hundred people in the Capitol rotunda "was a speech for a ceremonial day no details," said Assembly Minority Leader Walter Kunicki of Milwaukee, and "the devil is in the details." Wisconsin Supreme Court Chief Justice Nathan Heffernan administered the oath of office to Thompson, 53. Thompson said previously that his third term would be his last.

At his side was his wife, Sue Ann, making her first public appearance since surgery for breast cancer Nov. 29. She is undergoing radiation therapy. Newly elected members of the Assembly and Senate were sworn in in separate ceremonies. The GOP won a 51-48 majority in the Assembly last November and also maintained its 17-16 majority in the Senate.

It is the first time the GOP has controlled both houses since 1970. Thompson, touted as a possible GOP candidate for president or vice president in 1996, hit on traditional themes during his speech welfare and education reform and job creation.
