Francis Community Hospital officials announced plans Monday to add four floors and 144 beds, increasing the private hospital's capacity by 73 percent. Construction should begin in late August and be completed by mid1984, said Richard Neugent, hospital president and chief executive officer. The hospital will sell $22.2 million in bonds to help finance the $26 million expansion project, Neugent said. The remainder of the cost will be financed through hospital revenue and a fund-raising campaign. Neugent said he expects some increase in hospital costs to accompany the major construction project.

But the rising number of patients should help keep that increase low, he said. While adding four floors atop the seven-story structure, built in 1971, a second phase of the project also expected to begin this fall will laterally expand the first two floors and increase space for ancillary and support services. This phase will add diagnostic and therapeutic services, including Earl Rochester of Travelers Rest, Ell Rochester of Chesney; sisters, Pearl Russell of Cashiers, N.C., Laura Johnson of Oregon, Ruby Donald and Florence Dudley, both of Greenville, and Frances Craft of Florida. He was an attorney, a veteran of World War II a member of the First Baptist Church where he had served as a Deacon and Sunday School Teacher. He was a former board member of the Y.M.C.A., a member and past President of the Anderson County Bar Association, a member of the South Carolina Bar Association, director Emeritus of the First Federal Savings and Loan Association and was a former chairman of the board of First Federal Savings and Loan. He was a graduate of The Citadel and U. S.

C. Law School. Surviving besides his wife are two sons, Richard K. Allen, Jr. and Thomas M.

Allen both of Anderson; one daughter, Mrs. Glenn M. (Ann) Rice Batesburg; one brother, Thomas L. Allen of Anderson; one sister, Mrs. Helen Allen Stanbury of New York; two grandchildren, Richard K.

Robert T. Dearman, 58, husband of Ann Morgan Dearman, died Sunday. Born in Greenville county, he was a son of Berzella King Dearman of Greenville and the late Robert T. Dearman. Mr.

Dearman owned and operated Dearman Electric Company, was a member of Laurel Baptist Church and a former member of Pleasantburg Lions Club. During World War I1, he served in the U.S. Navy. Surviving in addition to his wife and mother, are a daughter, Mrs. James E.

The addition of 144 beds should take care of the hospital's needs for the next decade, he said. For the past three years, the hospital has operated at or above an 80 percent occupancy rate, Neugent said. In March 1982, the hospital averaged 96 percent occupancy, and was filled to capacity for 10 days that month. The expansion is designed by the J.E. Sirrine Company and Snoddy and McCulloch Associates Inc.
